Law Enforcement Standards and Policy Manager

The Department of Criminal Justice Services is seeking a collaborative and innovative team player to serve as a full-time Law Enforcement Standards and Policy Manager in Richmond, Virginia. What you will do:

  • Provide leadership and supervision to a diverse team of criminal justice professionals.
  • Direct the development, implementation, and maintenance of model curriculum and lesson plans for regulated criminal justice training programs throughout the Commonwealth.
  • Oversee implementation and ongoing maintenance of the Basic Law Enforcement Model Curriculum and related training initiatives.
  • Manage the development and maintenance of criminal justice training standards and support the Curriculum Review Committee process.
  • Oversee statewide law enforcement and jail officer decertification processes, standards of conduct initiatives, and related appeals.
  • Provide oversight and support for agency regulatory activities and model policy development.
  • Analyze, coordinate, and assist with implementation of legislative initiatives impacting criminal justice agencies and training requirements.
  • Coordinate with criminal justice stakeholders throughout Virginia to identify needs and provide technical assistance and guidance.
  • Monitor, evaluate, and improve complex programs to ensure effective service delivery and compliance with statutory and regulatory requirements.
  • Support strategic initiatives established by agency leadership and collaborate with internal and external partners to advance the mission of DCJS.

Minimum Qualifications:

  • Demonstrated competencies in policy development, planning, management, and supervision at the local and state level.
  • Demonstrated ability to develop, direct, and manage programs and administrative functions.
  • Substantial direct experience working within the criminal justice system or in collaboration with criminal justice agencies and stakeholders.
  • Experience developing, directing, and/or analyzing criminal justice programs.
  • Significant management experience supervising diverse employee populations.
  • Experience with public speaking to professional groups and/or criminal justice or public safety professionals.
  • Experience working effectively with public officials, criminal justice professionals, or related positions at all levels of government.
  • Demonstrated ability to manage multiple tasks and deadlines.
  • Attention to detail.
  • Effective verbal and written communication skills with a proven ability to compose narrative reports and correspondence.
  • Ability to think strategically and cross culturally, and independently implement new initiatives and projects.
  • Ability to articulate, both orally and in written form, clear and concise program objectives and goals and summarize achievements of programs in reports and other documents as requested.
  • Documented experience working as an active, contributing team member, as well as an independent and self-motivated employee.
  • Demonstrated ability to meet critical deadlines, handle multiple assignments, changing priorities, and ensure timeliness and quality of completed assignments.

Additional Considerations:

  • Experience developing, writing, implementing, and administering model criminal justice policies.
  • Experience analyzing, interpreting, and implementing legislation affecting criminal justice agencies, training requirements, or statewide criminal justice programs.
  • Experience leading large-scale criminal justice initiatives involving multiple stakeholders, competing priorities, and statewide implementation efforts.
  • Experience developing, implementing, or evaluating criminal justice training standards, curriculum, lesson plans, or related instructional programs.
  • Experience facilitating collaboration and building consensus among diverse stakeholder groups, including criminal justice practitioners, public officials, training academies, and external partners.

Special Instructions:

Interview candidates may be required to demonstrate the skills and abilities necessary for satisfactory performance of work. The candidate selected for the position must successfully complete a criminal background investigation and complete and submit a Form I-9 (Employment Eligibility Verification) which will be entered into the Federal E-Verify system to confirm identity and work authorization. The individual may also be responsible for submitting an annual Statement of Personal Economic Interest. In addition, the selected candidate who begins original employment or re-employment in this position must serve a 12-month probationary period effective from the date of employment. The starting salary range is $110,000 to $116,000 plus the state's benefits package.
