Job description

Grant Specialist

The Grant Specialist for the Tulsa County District Attorney's Office is responsible for managing and overseeing grants throughout the full grant lifecycle, from opportunity identification and application development through award administration, implementation, monitoring, reporting, and closeout. This position researches and develops grant opportunities, prepares and submits applications, and administers grant awards and contracts to ensure compliance with applicable funding requirements, organizational policies, and project objectives.

The Grant Specialist maintains regular communication with grant-funded staff, subrecipients of Tulsa County District Attorney's Office (TCDA) funding, organizations providing subgrants or funding to TCDA, community partners, and other project stakeholders. Responsibilities include monitoring progress toward grant goals and objectives, collecting and maintaining written documentation of project activities and outcomes, identifying and addressing implementation issues, coordinating stakeholder communication, and organizing and facilitating stakeholder meetings.

This position is responsible for maintaining comprehensive electronic and hard-copy grant files; developing and submitting required financial and programmatic reports; monitoring grant budgets, deliverables, and performance; coordinating grant-related activities across departments and partner organizations; and ensuring that grant requirements are met through the closeout of each award. The Grant Specialist also conducts ongoing research to identify new funding opportunities and works with internal staff and external partners to develop competitive grant proposals that support the mission and priorities of TCDA.

The position requires exceptional organizational, written communication, research, and project management skills, as well as the ability to manage multiple grants, deadlines, partners, and competing priorities. We are looking for candidates with a strong work ethic, attention to detail, sound judgment, and an interest in public service who will uphold the highest ethical standards.

  • Demonstrated ability to communicate effectively, both orally and in writing, and to prepare professional-quality grant applications, programmatic and financial reports, correspondence, project documentation, meeting materials, policies, and other written materials.
  • Strong organizational and project management skills, with the ability to manage multiple grants, projects, deadlines, reporting requirements, budgets, and competing priorities simultaneously.
  • Ability to manage and oversee grants throughout the full grant lifecycle, including grant research and development, application, award, implementation, monitoring, reporting, modification, renewal, and closeout.
  • Ability to establish and maintain effective working relationships with grant-funded staff, attorneys and legal staff, governmental agencies, nonprofit organizations, subrecipients, subgrantors, community partners, and other internal and external stakeholders.
  • Ability to regularly communicate with grant-funded personnel and partner organizations to monitor progress toward grant goals and objectives, obtain and document project updates, identify challenges or compliance concerns, and ensure required activities and deliverables are completed.
  • Ability to organize, coordinate, and facilitate stakeholder and project meetings, including developing agendas, communicating with participants, documenting discussions and decisions, and following up on action items.
  • Knowledge of, or ability to learn and apply, governmental budgeting and generally accepted accounting principles and procedures, grant budgeting, financial management, and grant expenditure requirements.
  • Knowledge of, or ability to learn and apply, applicable federal, state, and local laws, regulations, grant terms and conditions, funding requirements, and compliance standards.
  • Knowledge of grant funding sources, grant development practices, application requirements, grant administration, monitoring, reporting, and compliance requirements, or the demonstrated ability to quickly acquire such knowledge.
  • Ability to research and evaluate grant funding opportunities and assist in developing competitive grant proposals that align with organizational priorities, community needs, and funding requirements.
  • Ability to collect, organize, analyze, and interpret quantitative and qualitative information to monitor grant performance, evaluate progress toward goals and objectives, prepare reports, and support grant development.
  • Ability to work with mathematical concepts, including budgets, expenditures, percentages, projections, and other grant-related financial and performance data.
  • Ability to effectively present information, facilitate discussions, and respond professionally and accurately to questions from internal staff, partner organizations, funders, community stakeholders, and the public.
  • Ability to read, interpret, and apply grant agreements, contracts, funding announcements, policies, regulations, guidelines, budgets, reports, and other job-related documents and instructions.
  • Exceptional attention to detail and ability to maintain accurate, organized, and complete electronic and hard-copy grant files and documentation.
  • Ability to identify potential issues or deficiencies in grant implementation, documentation, reporting, or compliance and take appropriate steps to resolve or escalate concerns.
  • Ability to work independently with initiative and sound judgment while also working effectively as part of a team and coordinating the work of multiple individuals and organizations.
  • Ability to work effectively in a busy environment under time constraints and shifting priorities while maintaining accuracy, professionalism, and confidentiality.
  • Proficiency with Microsoft Office applications, particularly Word and Excel, and ability to learn and effectively use grant management, financial, case management, and other Windows-based software systems, including Karpel.
  • Ability to operate standard office equipment, including telephone, computer, copier, scanner, and printer.
  • Knowledge of legal terminology, governmental operations, criminal justice systems, or public-sector administration is preferred.
  • Ability, with or without reasonable accommodation, to meet the physical requirements of the job. The position is performed in a high-traffic office setting with moderate noise. While performing the duties of this job, the incumbent is regularly required to talk and hear, sit, stand, and walk; bend and stoop; and use hands and fingers to handle and manipulate objects. The incumbent may occasionally be required to reach overhead with hands and arms and lift or move objects weighing up to twenty (20) pounds. Close vision is required.
  • Ability to pass a criminal background check and score a minimum of 75% on the required office skills test.

Education/Experience Bachelor's degree or equivalent work experience preferred. Experience in grant-writing and maintenance a plus.
