Job description

Operations Officer

Salary Range: $78,588.00 - $125,740.00 ANNUALLY

Hire Salary Range: $78,588.00

This position is responsible for supporting the Office of Engagement and Culture by conducting data collection and analysis, assisting in action planning and coordinating and implementing related projects. They are responsible for designing, implementing, evaluating, and managing programs and initiatives that help advance a culture where employees feel valued, heard, and supported. Ideal candidates bring strong communication skills, analytical thinking, data analysis skills, and a passion for helping others succeed.

Duties may include:

  • Conducting surveys, interviews, focus groups, and other methods to collect feedback from employees and managers on various aspects of the organization, such as culture, values, communication, recognition, performance, and satisfaction.
  • Creating communications for engagement and HR strategic partnership initiatives.
  • Analyzing the data and identifying the strengths and areas of improvement for the organization, as well as the best practices and benchmarks from other organizations.
  • Providing user support for the enterprise employee engagement platform.
  • Developing and executing action plans and strategies to address the issues and opportunities identified from the feedback, such as creating or revising action plans, best practices, policies, procedures, processes, systems, and incentives.
  • Serving as an employee engagement subject matter expert and providing action planning guidance and support to agencies.
  • Communicating and collaborating with various stakeholders, such as senior leaders, managers, employees, human resources, and external partners, to ensure alignment and support for the employee engagement initiatives.
  • Monitoring and measuring the impact and effectiveness of the employee engagement and HR strategic partnership programs and initiatives, using quantitative and qualitative indicators, such as retention, turnover, productivity, quality, customer satisfaction, and employee satisfaction.
  • Reporting and presenting the results and recommendations to the relevant audiences, such as senior leaders, managers, employees, and external partners, and soliciting their feedback and input for continuous improvement.
  • Leading, organizing and executing moderately complex HR strategic partnership projects to include establishing milestones and deadlines and managing project to completion in a timely manner. This includes assisting in initial organization of projects in DHR offices.
  • Identifying and pursuing professional development opportunities in order to maintain and expand knowledge, skills, and expertise in areas of human resources; human capital; and related fields (e.g. employee engagement; data analysis, reporting, and visualization; leadership and management.

Minimum Qualifications

On or before the date of filing the application, each candidate must:

Education: Have a bachelor's degree in business administration, Public Administration, Management, or related field from an accredited college or university

And Experience: Have four (4) years of experience in professional-level administrative, operations, or technical work. Previous work lead experience may be required.

Or Notes Equivalencies: Have an equivalent combination of education and experience.

And Licenses, Registrations and Certificates: Have a valid Maryland Class C Noncommercial driver's license or an equivalent driver's license and are eligible to obtain a Baltimore City driver's permit may be required.

Provisional driver's licenses or learner permits are not acceptable.

Knowledges, Skills and Abilities

  • Knowledge of the principles and practices of public and business administration and management, including the process of planning, organizing, staffing, directing and controlling.
  • Knowledge of methods and procedures for the collection or organization, interpretation and presentation of information.
  • Knowledge of the basic principles of accounting, budgeting, fiscal controls and statistics.
  • Knowledge of management practices and methods.
  • Ability to adapt and apply the concepts and techniques of administrative analysis to the needs of specific projects.
  • Ability to identify problem areas and recommend appropriate solutions based on logical consideration of alternatives.
  • Ability to interpret and apply a variety of laws, rules, regulations, standards and procedures.
  • Ability to prepare and present reports or recommendations clearly and concisely.
  • Ability to compile financial and operational data and to analyze charts and reports and statistical and budgetary statements.
  • Ability to coordinate the activities of various organizational units.
  • Ability to plan, organize and direct the work of others.
  • Ability to research and write complex narrative and statistical reports
  • Ability to speak and testify effectively before governmental and legal bodies and commissions, the media and community and business groups.
  • Ability to establish and maintain effective working relationships with city officials, community and business groups.

Probation

All people, including current City employees, selected for this position must complete a mandatory six-month probation.

Eligibility

Qualified candidates will be considered for vacancies as they arise, for a period of at least six months. The decision of the Director of Human Resources with respect to acceptable minimum qualifications is final.
