Finance Manager
The Finance Manager is responsible for data-driven modeling and analysis, strategic planning and forecasting, leading the Finance department and employees, and overseeing all financial operations of the Center.
Essential Job Functions :
- Using data analysis to provide financial guidance, develop strategic initiatives, and improve organization performance by identifying trends, building models, and creating data-driven insights.
- Direct maintenance of the Center's accounting system and databases in conformance with the Budgeting, Accounting and Reporting Systems (BARS), Governmental Accounting Standards Board (GASB), Generally Accepted Accounting Principles (GAAP), and other state, local and / or federal laws.
- Lead, develop, and monitor the Center's budget; biennial presentation; providing strategic planning in capital improvement plans; develop financial projections for revenue, expenditures, and personnel costs; management of cash; reserve levels; investments; assets and property; purchasing; and contracts.
- Oversee, lead, and mentor the finance department staff, functions, system, and processes.
- Serve as the primary contact for all audits and facilitate the annual audit process.
- Plan, organize and administer financial policies, projects and programs for the Centers departments and employees.
- Prepare complex financial accounting reports, statements, data analysis, schedules and auditing reports on a regular basis. Conduct research, interpret data, and make recommendations to management on accounting related operational functions.
- Implement and monitor internal controls to safeguard the Center's financial assets, advising other departments on accounting matters, and audit handling practices.
- Maintain equipment replacement schedules; maintain property inventory and control.
- Performs related work, special projects or other duties assigned.
Knowledge, Skills & Abilities :
Generally Accepted Accounting Principles.Governmental Accounting Standards Board Pronouncements and Interpretations.Principles of training, supervision, and evaluation of subordinate staff.Public Sector Procurement procedures.Laws, rules, and regulations related to municipal accounting.State's BARS system.Familiarity with Springbrook and ADP software.Managing an Enterprise Fund.Perform difficult and complex financial research and analysis.Exercise a high degree of independent judgment in financial problem solving, decision making, and follow through.Compute, compile, research, analyze, and verify statistical data and charts.Ability to prepare and present professional business reports and briefings using Power Point.Assist others in understanding and working within the State BARS system.Be reliable, dependable, and report to work on a consistent basis.Coordinate multiple priorities and competing demands on time.Work collaboratively and cooperatively with co-workers and personnel from customer agencies.Present ideas and recommendations in a clear and concise manner.Communicate effectively both orally and in writing.Be customer service focused.Become familiar with, follow, and actively support the Center's mission, vision, and guiding principles.Required Education and Experience :
BA / BS Degree in Accounting or Finance.2 or more years of experience in Municipal Accounting.OR;
Any combination of relevant education and experience which would demonstrate the individual's knowledge, skill and ability to perform the essential duties and responsibilities listed.Preferred Education and Experience :
2 or more years in solving complex business challenges by delivering accurate and timely financial models, analysis, and recommendations that have a proven impact on organizations (financial savings or operational improvements, etc.)Experience working with large scale data mining and reporting tools (examples : SQL, MS Access, Essbase, Cognos) and other financial systems (examples : Springbrook, SAP, Lawson).Experience delivering forecasting, budgeting, and variance analysis, and data interpretation of results.Physical Demands and Work Environment :

Work is performed in a typical office environment, which includes a technical workstation, a computer room with a controlled environment, as well as working with internal and external customers onsite.
