POSITION : Interim Executive Director

JOB DESCRIPTION :

The Executive Director serves as chief executive of the Oklahoma State Board of Cosmetology and Barbering and with the authority of the Board.

The primary purpose of this position is to provide management, supervision, and direction for the Agency to ensure the Mission and Vision of the Board is carried out.

The Executive Director is responsible for daily operations of the Agency and oversight of the Licensing and Regulation programs of the Cosmetology and Barbery Board and Advisory Board on Massage Therapy.

DUTIES AND RESPONSIBILITIES :

  • Directs all agency operations and keeps the Board fully informed on the condition of the Agency and on all the important factors influencing it.
  • Guides internal Agency staff leadership in strategic planning to ensure effectiveness of programs and initiatives and assures major processes critical to system success are performed.
  • Responsible for hiring, firing, promoting, demoting, and maintaining overall agency morale, including conducting employee evaluations, and creating efficiencies to promote greater job satisfaction and continuity throughout the Agency.
  • Responsible for establishing short- and long-range goals and objectives, overseeing the preparation for and administration of department budgets, and monitoring related expenditures and revenues to provide effective, efficient, and economical fiscal management within departments.
  • Oversees examination programs and Inspection Program by ensuring that goals and systems are in place to protect public health and safety.
  • Responsible for reviewing all complaints, violations, and citations, giving direct guidance as needed to inspectors and examiners.
  • Reviews all foreign reciprocity applications and works with Board to process applications where prior felonies are disclosed.
  • Develops and implements policies and procedures within the agency to maintain compliance with state and national certifications and memberships (i.

e. Ethics Commission, Auditor’s Office, OMES, and the Governor’s office, among others).

  • Reviews, comprehends, and makes inferences from written material such as reports, proposed legislation, policies, and procedures to manage an efficient, effective, and forward-thinking Agency.
  • Maintain high level of technological knowledge in order to direct and troubleshoot monitoring systems, review video footage in testing department, and continue toward a goal of paperless facility inspections.
  • Budgeting develop budget, monitor expenses, and prepare revenue forecasting
  • Create an atmosphere of collaboration and forward thinking in cosmetology industry culture with cultural humility and diversity considerations.
  • Inspects, monitors, and evaluates work related conditions and physical facilities to determine compliance with prescribed operating, health, and safety standards, regulations, and guidelines.
  • Monitors industry activities state-wide and attends various meetings and events related to programs that will further the industry.

KNOWLEDGE, SKILLS, AND ABILITIES :

  • Exceptional communication skills, written and verbal, as well as professional image and presentation skills necessary to be a spokesperson for the OSBCB to media outlets, television reporters, and the news media.
  • Ability to read, analyze, and interpret data and complex documents.
  • Ability to listen and respond effectively to confidential and sensitive inquires or complaints.
  • Ability to establish effective professional relationships and make effective and persuasive speeches and presentations on complex topics to legislators, public groups, and the Board.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Ability to interpret an extensive variety of technical instructions and work with several abstract and concrete variables.
  • Ability to prioritize, multi-task, and delegate work to personnel.

EDUCATION AND EXPERIENCE :

  • Current cosmetology or barber master instructor’s license issued by the Oklahoma State Board of Cosmetology and Barbering, or possession of a comparable license eligible for reciprocity.
  • Professional degree in business administration (or related subject) preferred.
  • Applicant must possess a minimum of three years’ experience in vocational / public / higher education administration / instruction, technical management and / or managing a business or industry and / or a combination of these experiences.
  • Experience working with the legal and legislative processes and procedures.
  • Strong experience in supervision and strategic leadership, including team building, budgeting, and management.
  • Behind the chair experience as a licensee working with the public.
  • Proven experience in developing partnerships and working with education providers and business leaders.
  • Experience in the cosmetology educational system with an understanding of career and technology education preferred.

ADDITIONAL REQUIREMENTS :

  • This position is housed at the Oklahoma State Board of Cosmetology and Barbering in Oklahoma City.
  • Position will include some in-state travel. Travel and participation in national meetings as necessary.
