Northrop Grumman Defense Systems sector is seeking a Cost Estimating Analyst (Level 5) to join our team of qualified, diverse individuals. A staff cost analyst in the Division GSC Operations Organization will be working with the Division Compliance Officer (DCO), Subcontract and Purchase Contract Management, Buyers, and SCAs the individual being sought for this position will be able to provide leadership within the GSC organization, summarized below.

  • Contract Execution :
  • Collaborate with GSC managers and the GSC team members in execution of program requirements that have changed since proposal phase, including those identified during execution of contract
  • Support procurement and proposal efforts for PCAR and PA processes, engaging with multiple suppliers on our Approved Supplier List.
  • Collaborate with stakeholders, including sector, other divisions, operating units, business units, and proposal / procurement teams, to align project goals and requirements.
  • Review / Approval of Price Analyses (preparation of eFILE documentation)

Price Cost Analyses Reports (PCAR) :

  • Completion of PCARs in support of Subcontract / Purchase Order execution and proposal support.
  • Pre-Negotiation Planning Support as needed - Preparation of Supplier Negotiation Analysis (SNA) which enables Buyer / Subcontract Administrator to complete negotiation plan and become a tool that can be referenced when conducting negotiations
  • SharePoint Management and Development
  • Creating and maintaining document repositories for proposal efforts
  • Ensuring appropriate access to document libraries and implementing necessary permission controls
  • Developing a user-friendly framework for effective site usage and continuous development of the site
  • Mentoring Buyers, Subcontracts Administrators and GSC Managers
  • Planning / Delivery of Topic Specific Training to division GSC team members; support training that is being planned and delivered to all sector GSC team members or functional team
  • Critical skills for this role include :

  • Ability to estimate labor and material costs for supplier proposal data
  • Collects cost data from functional representatives, subcontractors, and vendors
  • Compute cost estimates of raw materials or subcontracted work and labor
  • Prepare and maintain historical cost data; create cost models for cost estimating elements.
  • Prepares cost reports and presents findings to management, contract personnel, proposal coordinators, customer representatives, price auditors, vendors, and subcontractors
  • Proficiency in Corporate and Sector Policy / Procedures : Ability to challenge the status quo. Recommend updates to procedures, templates and work instructions to ensure clarity of requirements.
  • Analytical Skills / Risk assessment : Identifying and mitigating potential compliance risks within the supply chain that can have an impact on supplier pricing and program performance
  • Reporting and documentation : Maintaining thorough records of compliance activities and being able to support DCO in analysis of data and reporting to senior management
  • Communication skills : Effectively communicating compliance requirements to stakeholders across different levels and regions
  • Cross-cultural awareness : Understanding cultural nuances and adapting communication strategies to different countries
  • Basic Qualifications :

  • Must have A High School diploma / GED and 16 years of contracts, supply chain and / or subcontracts; a bachelor's degree with 12+ years of contracts, supply chain and / or subcontracts -OR- a master's degree with 10+ years of contracts, supply chain and / or subcontracts will also be considered
  • Working knowledge of Federal Acquisition Regulations (FAR) and the Defense Federal Acquisition Regulation Supplement (DFARS) requirements
  • Experience utilizing MS Office Suite, SAP, and other business tools including those used in the execution of subcontracts management activities and procurements of international products and services
  • Demonstrated ability to work in a very fast paced environment with the ability to multi-task and make sound decisions in a timely manner
  • Must have the ability to obtain and maintain a DOD secret clearance
  • Strong interpersonal skills
  • Strong project management skills and the ability to organize and track PAs / PCARs status
  • Ability to write and review Price Analyses and perform Cost Analyses (PAs / PCARs) in support of Subcontract / Purchase Order execution
  • Preferred Qualifications

  • A bachelor's degree with 12+ years of contracts, supply chain, subcontracts -OR- a master's degree with 10+ years of contracts, supply chain and / or subcontracts
  • Experience supporting different types of programs or product lines as well as contract types including cost types
  • Experience working with subcontractors during all phases of program lifecycle
  • Proficiency creating procurement policies, operating procedures, process instructions, etc.
  • Proficiency in proposal processes and operating procedures and process instructions ensuring adequacy of NG proposals and subcontractor proposal packages
  • Ability to work with Compliance Team and Operations Team members to train and mentor Buyers, Subcontracts Administrators and Supply Chain Managers on specific topics directly related to Price Analysis and Cost Analysis related topics
  • Demonstrated collaboration and / or experience working as a member of an Integrated Program Teams (IPT)
  • Primary Level Salary Range : $128,500.00 - $202,300.00 The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and / or personal business.
