Job Summary

The Public Service Commission of the District of Columbia (Commission), a leading utility regulatory agency, is looking for talented senior engineers with gas distribution utility experience, who can make a professional difference in the Nation’s Capital.

As a senior engineering professional, you will be deployed on a challenging variety of gas utility regulatory oversight projects, including ongoing monitoring efforts for $2B+ of gas utility infrastructure upgrades, gas utility merger case activities, gas distribution strategic initiatives and long-term planning reviews, as well as distributed energy resource technologies, including campus and gas fired cogen systems and microgrids.

Duties and Responsibilities

In this role, you will have an opportunity to interface with key stakeholders from a variety of federal and state agencies, including the DOE, FERC, PHMSA, as well as DC’s DOEE and DDOT agencies.

You will also interface with engineering professionals of Fortune 500 energy companies, energy developers and providers, as well as regulatory professionals from across the Nation.

This Senior Engineer-Gas position is in the Office of Infrastructure and System Planning (OISP) of the Commission. The Commission oversees regulated utility and competitive companies that provide natural gas, electricity, and telecommunication services to District of Columbia ratepayers.

The Office of Infrastructure and System Planning (OISP) provides infrastructure, system planning and engineering expertise in support of the Commission's regulatory activities relative to natural gas, electric and local telecommunications services.

As part of the OISP team, the Senior Engineer-Gas is responsible for providing professional engineering and other technical support on all matters relating to the planning, design, construction, operation, maintenance and replacement of all infrastructure and systems utilized by the gas distribution utility providing services in the District.

The incumbent may serve as subject matter expert for his / her knowledge area to support the Commission’s vision and strategic direction.

He / she will provide technical oversight to the accelerated replacement of gas pipelines currently underway, review and advise on the reliability and safety of existing gas utility infrastructure, including utility outage restoration initiatives, and gas leak reduction and mitigation initiatives.

Qualifications and Education

This position requires knowledge in engineering practices and principles as evidenced by degrees, licensing and work experience.

Demonstrated experience with natural gas utility distribution and transmission systems infrastructure, as well as familiarity with natural gas utility regulatory practices and policies.

Proven project management expertise and experience. Ability to review design plans and drawings for distribution pipeline and facilities, to ensure compliance with engineering practices, local, state, and federal requirements, as well as industry standards.

Experience developing scope and preliminary cost estimates for improvement or replacement of natural gas pipelines and associated appurtenances.

Experience with gas utility distribution system planning and construction risk management tools, such as Optimain. Ability to interpret federal or state utility regulations, policies and procedures, as well as a working knowledge of gas utility industry safety codes and operating standards.

Bachelor’s degree in civil or mechanical engineering is required. Master’s degree in either engineering or business is desirable.

Licenses and Certifications

PE certification is required. All applicants with a PE license in a jurisdiction other than the District of Columbia will be required to apply for a District of Columbia PE license within 90 days of hire.

Applicants will be required to receive a District of Columbia PE license within 12 months of hire.

DOT PHSMA training and / or qualified certification is also desirable, given relevant experience.

Valid Driver’s License.

Working Conditions / Environment

The work is generally performed in an office environment, although some periodic fieldwork is required. Such fieldwork requires basic personal safety precautions and safe driving practices in an agency vehicle.

Salary Range : $122,504 - $157,829 Per Annual, based on funding.

Tour of Duty : 9 : 00 to 5 : 30 Monday - Friday

Promotion Potential : No known promotion potential

If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment .
