Contracts And Veteran Program Manager
The Contracts and Veteran Program Manager manages the Veterans program for the Department of Workforce Services (DWS). This position provides leadership in the planning, development, coordination, and evaluation of program performance and service delivery to veterans. The program manager is responsible for developing employer and / or other customer relations and community awareness. This includes working closely with the state's U.S. Department of Labor (DOL) director of veteran employment, the Utah Department of Veterans and Military Affairs, and each of the military branches located in the state. Most importantly, the program manager is responsible for ensuring proper services are being provided to the veteran population throughout Workforce Services. This includes working closely with other division directors and program managers. This position is based in Salt Lake City but will include oversight of programs statewide. This position will have split responsibilities including providing part-time oversight and assistance with managing various contracts administered by the Workforce Development Division.
Principal Duties :
- Monitoring three funding streams (federal and state).
- Coordinating with the Director of Veteran Employment and Training within DOL for implementation and oversight of the Jobs for Veteran State Grant (JVSG).
- Reporting quarterly financial and operation activities.
- Overseeing the Accelerated Credentialing to Employment (ACE) program budget and outcomes.
- Coordinating with other public and private agencies to advocate for veteran employment.
- Representing the department regarding veteran affairs.
- Planning and conducting the annual Veterans Training conference within the department.
- Advising department leadership on veteran issues.
- Ensuring compliance with state and federal laws.
- Delivering presentations to outside entities about the department.
- Minimal travel is expected throughout the state with the potential for occasional out of state travel for conferences and training.
- Conducting training as required.
- Writing and developing contracts.
- Developing annual and quarterly report templates used to monitor contract outcomes.
- Monitoring annual and quarterly reports.
- Receiving, reviewing, and processing invoices and payments.
- Ensuring contract compliance with applicable federal and / or state laws, regulations, and / or agency rules, standards, and guidelines.
- Monitoring and evaluating operations, programs, processes, and / or practices for quality and effectiveness; making recommendations for improvement.
Minimum Qualifications :
The ideal candidate for this position has :
