Agency is looking fora Certified Scrum Master (CSM) with experience in ProjectManagement. Experience with Azure DevOps for work management isrequired.

Candidates should haveexperience coaching new development teams and product owners to usescrum. Experience using SAFe is highlydesirable.

Must be comfortableholding the Scrum Master role for up to 2 teams and / or managing ITprojects using waterfall and hybrid approaches.

A strongunderstanding of program management concepts is preferred and greatcommunication skills areparamount.

• Manages coordinatesand establishes priorities for complete lifecycle of projectsincluding the planning design programming testing andimplementation of business solutions designed to meet requirementsof various departments in the company such as distribution financeandmanufacturing.
• Designs project planswhich identify needs and define major tasks and milestones based onscope resources budget andpersonnel.
• Accountable foractivities with excess delivery cycles of 8 to 12months.
• Accountable for theapproval and signoff of the program plan with customerrepresentatives such as portfolio managers and all affected programstakeholders.
• Accountable formanagement of scope for the program and gaining agreement andapproval of scope changes with customer representatives andaffectedstakeholders.
• Build and maintainrelationships with key stakeholders and customerrepresentatives.
• Direct work planningand scheduling designwork.
• Manage and track theprogram progress against the programplan.
• Serve as the primarypoint of contact for all programrelated issues and resolution ofissues.
• Coordinate andpresent proposals to agencies asnecessary.
• Identify and manageprogram risk and develop risk mitigation strategies track toclosure.
• Ensure team leadsadjust and revise estimates whennecessary.
• Anticipate issues andproactively address them. Resolve conflicts with sensitivity andtact.
• Coordinate theestablishment of program standards and program specific procedureswith team leads.
• Responsible forproject compliance with standards andprocedures.
• Responsible for thecapture and reporting of required program managementmetrics.
• Responsible to tailorand baseline all programtemplates.
• Develop andfacilitate achievement of program service commitments andperformancemetrics.
• Ensure that tasksprovide value and support the strategic direction of the programand meet service commitments; conduct reviews withagencies.
• Accountable for thefinal program management evaluation review with stakeholders forapproval upon programcompletion.
• Communicateeffectively with customers and software / hardware supplierssupporting the State asappropriate.
• Identify and trackissues.
• Balance workload withprogram memberscapacity.
• Communicate to teammembers how their work assignments relate to andhelp
• achieve programobjectives.
• Plan program specifictraining and orientationneeds.
• Responsible for thedevelopment of estimates for the enhancement or development effortin planning analysis design construction testing andimplementation.
• Accountable fordelivery of all work tasks identified in the programplan.
• Adjust and reviseestimates whennecessary.
• Ensure all changes toscope follow processes and aredocumented.
• Ensure new estimatesare approved by the client and agreedupon.
• Manage and track theprogram progress against the programplan.
• Monitor projectmilestones and phases to ensure the project is on schedule. Takecorrective actions if a project begins to slip itsschedule.
• Prepares statusreports on a periodic basis for program team team leads group leadsand program manager and appropriatestakeholders.
• Plan organizeprioritize and manage multiple work efforts across applicationteams.
• Develop the detailedprogram plan for the enhancement or developmenteffort
• Responsible to tailorand baseline all programtemplates.
• Accountable toschedule or monitor status reviews peer reviews program managementinspections and software quality assurance work product andprocess
• reviews with theappropriate designatedresources.
• Notify team leads ofproject timelines milestones phases work requests target dates andapproved executable workpackage.
• Communicate and workwith users and client asnecessary.
• Coordinate andpresent proposals to agencies asnecessary.
• Analyze anddistribute reports on program metrics associated with work itemsrelated to improvementmeasures.
• Ensure processes andactivities arefollowed.
