Asset System Administrator-Public Works
Job Summary
Under general supervision, maintains and administers the departmental asset management and GIS data systems and provides support and training to system users.
Essential Job Functions
1. Ability to provide project life cycle management with regard to the Public Works asset
management system including implementation, development of related specifications,
documentation of business requirements and processes, change management tasks, and
emergency continuity planning.
2. Ability to provide support to asset system users as it relates to entering and retrieving
data, performing queries, and accessing other forms of system functionality.
3. Ability to conduct use-case analysis of business functions to establish asset management standards and GIS application requirements.
4. Ability to conduct geographical research, analysis, as well as design, format, and perform quality checks on GIS data.
5. Ability to perform regular administration of departmental asset management system and GIS data and infrastructure and work with the City's Information Technology staff as
necessary to complete or coordinate required system maintenance, modifications, and
upgrades.
6. Ability to select, train, supervise, and develop / establish performance standards for Asset System Analysts.
Other Job Functions
7. Ability to design or conduct new user and regular refresher training plans for asset
systems for department staff.
8. Ability to function as the primary liaison to asset management system vendors, user base, and other department representatives.
9. Ability to keep abreast of and communicate to management industry topics regarding
asset management standards and GIS data management.
MINIMUM QUALIFICATIONS :
Knowledge, Skills and Abilities Required :
- Knowledge of principles and practices of GASB34 regulations.
- Knowledge of research and analysis methods and survey techniques.
- Proficiency with ArcGIS software with a strong working knowledge of Python or SQL scripting, and database integration.
- Knowledge of relational database use and design, preferably Microsoft SQL Server 2000.
- Knowledge of existing and emerging GIS technologies, specifically ArcGIS Online applications.
- Demonstrated ability to integrate, analyze, and evaluate data to produce decision support tools.
- Knowledge of asset and project management concepts.
- Knowledge of public sector operational techniques.
- Skill in communicating ideas to all types of individuals both orally and in writing.
- Skill in using Microsoft Word, Microsoft Excel and Microsoft PowerPoint.
- Skill in training users in groups and one-on-one sessions.
- Ability to read and interpret documents such as procedure manuals and technical
documentation.
- Ability to prioritize workload with limited supervision.
- Ability to write custom queries and reports to specification.
- Ability to think critically and troubleshoot problems.
- Ability to write documentation including, but not limited to, training manuals, job aides and change logs.
- Ability to coordinate the implementation of new systems, processes, and practices.
- Ability to supervise and plan operations involving the activities of others or processes that include the involvement of others
Qualifying Education and Experience :
Bachelor's Degree in Geographical Information Systems (GIS), Management Information Systems (MIS), Public Administration, Business Administration, or related field plus two (2) years' experience working in ArcGIS, database administration, technology implementation and ongoing project management, or any equivalent combination of education and / or experience, with at least one of the two years required as supervisory experience.
