About the Role
We’re hiring a Senior Program Manager to lead multi-project capital delivery with a focus on California permitting. You’ll quarterback complex utility / public works projects—driving scope, schedule, budget, risk, and agency approvals (CEQA, CUP / encroachment, RWQCB, county environmental health). DDW experience is preferred, not required.
What You’ll Own
- End-to-end delivery for a portfolio of capital projects (planning / design → permitting → procurement → construction → startup).
- California permitting navigation with lead agencies and stakeholders : CEQA (IS / MND / EIR), CUP & encroachments, RWQCB interactions, county environmental health, municipal processes.
- Program controls : integrated MS Project schedules, risk management, cost control, and Power BI dashboards.
- Contractor / subconsultant oversight; cross-functional leadership with engineering, environmental, and construction teams.
- Executive reporting, governance rhythms, and decision-ready briefs.
Must-Have Qualifications
10+ years program / project management in California (utility, municipal, or public works capital delivery).Hands-on track record obtaining California permits (CEQA + at least one of : CUP / encroachment, RWQCB, county environmental health).Led subsurface or utility-adjacent projects (e.g., production / monitoring / injection / dewatering / cathodic -protection wells; pipeline / treatment tie-ins; pump stations; site / civil with environmental conditions).Expert stakeholder management with regulators, designers, and contractors.Proficiency with MS Project and Power BI.Preferred
DDW approvals / variances (drinking water).PE (CA); PMP / PgMP.PFAS / treatment or water production experience.Compensation & Benefits (Day-1 eligibility)
