Position Description
This position is located at the Naval Supply Systems Command Business Systems Center (NA VSUP BSC). Incumbent serves as the Senior Command official for managing an assigned information technology business area.
Position Duties / Responsibilities
Specific duties include : Requirements Definition - Coordinates requirements definitions, scope and final delivery of products with sponsors, users, and lead functionalists to clearly define requirements.
Baseline requirements will be clearly documented, approved by sponsor and maintained for any changes. Oversees evaluation of alternative approaches and development of the appropriate work breakdown structure (WBS) to perform the desired tasking.
Identifies project documentation requirements. Cost Management - Conducts analytical studies across all impacted systems / modules to develop a consolidated preliminary cost estimate.
Coordinates requirements / design walkthroughs and validates a firm fixed price after requirements are baselined. Monitors execution, funding, and cost variances, taking corrective action when needed.
Schedule Management - Coordinates with line management to establish interim and final delivery milestones. Negotiates schedules with the sponsor.

Coordinates and negotiates with sponsors and management to get needed decisions / policy. Oversees user testing and provides final approval for release.
Risk Management - Coordinates with assigned team members to identify risks and develop mitigation strategies. Record and track issue status through resolution.
Ensure timely risk and issue communication to management. Communication Management - Single point of contact (POC) to the sponsor for any status information or changes to assigned projects.
Ensures that all relevant information is communicated to all members of the team. Maintains close liaison with all department groups, including various Department of Defense (DOD) and Department of the Navy (DON) users to gain support and cooperation in the development and implementation of project.
Provides oral and written status briefs / reports to the command, sponsor, and users as required.Briefs problems as they are foreseen and provides alternative / recommended solutions.
Contract Management - If subcontracting is applicable, is responsible for coordinating development of the Statement of Work (SOW) to purchase Information Technology (IT) services, equipment, products and supplies, resolving disputes, as well as monitoring cost, schedule, risks, quality, and communications as described above for organic resources.
Team Management Manages, leads and administers project resources across multiple units involved in project.Manages conflicts and identifies performance problems to appropriate line management.70%
Establishes policy in assigned information technology business area and supervises and monitors Command procedures to ensure consistency with Command objectives and strategic initiatives.
Responsible for the collection and dissemination of relevant information for use by both command and higher authority decision makers.
Must ensure that all taskings are executed in full compliance with applicable Continuous Process Improvement (CPI) and Project Management Methodology (PMM) procedures.
Facilitates the establishment and acceptance of these procedures as a tool to encourage systematic thinking by managers.
Ensures that projects adhere to NAVSUP BSC technical, environmental and architectural standards. Responsible for the Project Management Plan (PMP) preparation and maintenance, and for managing assigned projects in accordance with that plan.
Develops and implements a product release / implementation plan. 25%
