SUPERVISORY CONTRACT SPECIALIST
POSITION SUMMARY
Serves as a first-level supervisor and senior advisor on matters pertaining to day-to-day operations and the full life-cycle of contracting from planning, execution to contract administration supporting core mission functions.
As such, exercises technical and administrative supervision over a team of contract specialists and ensures contracting programs meet requirements based on a comprehensive knowledge of the full scope of contracting laws, regulations, and policies.
Comprehends Agency strategic vision and institutes effective contracting principles, techniques and procedures that lead to efficient organizational operations.
Identifies and obtains resources (i.e., staff, funds, space, and equipment) to accomplish program goals. Conducts detailed analysis of contract requirements to provide expertise and guidance to top management. POSITION DUTIES
This position is located in Washington, DC and is with the Chief Financial Office (CFO). This position is responsible for performing the following duties :
Exercises technical and administrative supervision over a team of contract specialists responsible for contract planning, execution and administration.
Establishes goals, objectives, and priorities and develops strategic and execution plans and programs to accomplish these efforts.
Determines and allocates the level and mixture of resources needed for all areas of responsibility. Redirects resources as the emphasis of the overall program changes.
Reviews requirements, develops acquisition strategy, determines appropriate contracting approach and documentation.
Provides broad advice to high level program managers, executives, directors and other acquisition officials pertaining to contracting programs, statutes, procedures, problems, and solutions.
Ensures that contracting operations and programs are streamlined, efficient, and in compliance with regulatory requirements by providing guidance, oversight and evaluation.
Identifies, validates, and acquires contract equipment, supplies, services, and construction.
Oversees the development of policy and guidance for planning and implementing program requirements and ensures proper alignment with the Agency strategic plan and other short and long term strategies and plans.
Acquires supplies and services, provides expert policy guidance, advice and status on current contract actions. Coordinates plans for future acquisitions to ensure the accomplishment of overall Agency intelligence objectives and priorities.
Ensures subordinate staff conducts activities in their areas of responsibility in accordance with current contracting directives and issuances.
Personally participates or oversees staff preparation and participation in briefings and meetings to provide technical advice and assistance.
Develops and strengthens substantive ties with other Intelligence Community partners and government organizations. Represents the Agency’s as a senior subject matter expert at meetings and working groups.

1. Possess a current Contracting Officer's Warrant.
2. Demonstrates experience leading a complex source selection
3. Possesses 6 years experience in the 1102 series. This position is considered an Acquisition Workforce (AWF) position under the Defense Acquisition Workforce Improvement Act (DAWIA).
Accordingly, the position's occupant must be certified with the appropriate DAWIA certification based on mission requirements for the position.
If the selectee does not currently possess the required DAWIA certification upon entry into the position, selectee will be given 36 months to achieve certification.
This position requires DAWIA Contracting Professional Certification.

DEPLOYMENT / MOBILITY STATEMENT

Availability for shift work, extended hours, and travel may be required for this position.
