Information Technology Director
Directs, manages, and coordinates all information technology functions for the city, including network and system administration, cybersecurity, hardware and software management, and technology support services. Oversees the planning, implementation, and maintenance of the City's technology infrastructure to ensure reliability, security, and efficiency. Provides strategic leadership in technology planning and innovation to support organizational goals and departmental operations. This position also serves as the City's information security officer and data systems administrator. Full Salary Range : $114,670-$149,614 annually. Reports to : Assistant City Manager. Supervises : one Network Administrator and one IT Technician.
Technology Strategic Planning & Governance :
- Lead the development, implementation, and ongoing refinement of the city's multi-year technology strategic plan.
- Collaborate with all departments to identify technology needs and opportunities for innovation.
- Present technology plan updates, progress reports, and key performance metrics.
- Develop and track IT performance metrics and service levels.
Oversee IT Operations :
Oversee the daily operations of IT.Monitor system performance, user support, and infrastructure maintenance.Supervise multiple large IT projects.Assess and recommend suitable computer hardware and software solutions.Plans and directs city-wide telephone system.Manage the audio and visual (AV) aspects of internal operations.Provide both short-term and long-term planning for network and information systems development.Develop and enforce procedures and controls to maintain accuracy, security, product quality, standardization, and operational efficiency of technology systems.Represents the City with management staff, elected officials, and outside agencies.System and Network Administration :
Oversee the design, configuration, and management of network infrastructure, servers, and databases.Ensure optimal performance and security of the organization's IT systems.Lead the resolution of complex technical issues.Oversee fiber optic network and infrastructure.Acts as technical troubleshooter.Security, Compliance Management, and Incident Response :
Implement and maintain security protocols, policies, and procedures.Ensure compliance with industry standards, legal regulations, and internal policies.Serves as technical advisor and leads cybersecurity awareness training.Manage security camera and other physical security systems.Assist with data practice requests.Lead the City's incident response process.Maintain and test the disaster recovery & Continuity of Operations Plan.Serve as the primary contact for security incidents and cyber insurance interactions.Budget and Resource Management :
Recommends, develops, and manages IT budgets and Capital Improvement Plan.Oversee procurement of IT hardware and software.Coordinates purchasing decisions with other departments.Prepares budget proposals for the IT aspects of city facility projects and initiatives.Manages technical contracts, SLAs, licensing, service renewals.Ensures compliance with procurement rules.Required Qualifications :
Requires a minimum of a Bachelor's Degree in Information Technology, Computer Science, Network Administration or closely related field. At least 5 years progressively responsible IT experience including two years supervisory or project management experience; and / or an equivalent combination of education and experience. Experience with or demonstrated knowledge of operating systems, current equipment and technologies, enterprise backup and recovery procedures, and system performance monitoring. Proven expertise in implementing, configuring, and testing solutions.
Desired Qualifications :
Knowledge of principles and practices in computer hardware and software, network, AV and telecommunication systems. Knowledge of budgeting practices. Knowledge of current standards and best practices related to cybersecurity and data retention. Ability to support both local and shared resource systems. Ability to assess problems and situations and able to anticipate needs and evaluate alternatives. Ability to repair, replace, and install equipment, boards, cables, etc., as needed for city-wide system. Ability to manage division and tasks with minimal supervision. Ability to supervise, train and motivate personnel. Ability to delegate work responsibilities and monitor quality control.
Physical Requirements :
Work is performed primarily in an office environment with frequent use of computers and related technology. The employee must be able to sit or stand for extended periods and operate standard office equipment.Occasional lifting of up to 35 pounds is required.The position may also require bending, reaching, and crawling in confined spaces.Working Hours :
Normal business / office hours are from 8 : 00 a.m. to 4 : 30 p.m., Monday through Friday. The position will require flexibility in scheduling to include any hours at the employer's discretion for appropriate coverage and efficiency. Occasional evening and weekend availability will be necessary.
