This is a front-line supervisory position categorized as a working foreman. Responsibility for supervising the work of maintenance crews engaged in maintenance and construction activities. A Foreman often participates in the work, performing the more skilled tasks. The employee exercises discretion in organizing, scheduling, and prioritizing procedures and carrying out assignments. Supervision is received from a Parks Supervisor or Assistant Parks Superintendent.

Effectively manages assignments and priorities to ensure the fulfillment of projects, tasks, and responsibilitiesFollows suggested procedures to assure the highest standards of risk management, employee safety and risk avoidanceSupervises the day-to-day schedule of duty, crew assignments, and implements work programsDetermines the detailed task requirements of assignmentsSupervises special projects as determined by Parks Superintendent and Parks SupervisorsInstructs and trains staff in the safe operation of equipment; recommends improvements and practices to department operating procedures, rules, and regulationsSupervises annual, perennial, shrub, and tree planning, planting and ongoing maintenance; inspects to detect evidence of diseases, insect or other conditions endangering or inhibiting the proper growth and takes corrective measures when such conditions existMay supervise lot mowing, permit inspections, and corresponding mowings and clean upsMay supervise prison inmates assigned to Parks in accordance with State of Florida Department of Corrections regulationsTechnical :
Maintains records of operation and prepares reports as directedAssists with setup of special events and park rentals; supervises general park restroom and Parks facility maintenance to ensure cleanliness and building upkeepSeeds, waters, fertilizers, rakes, and mows grounds; prepares baseball and other diamonds for use by laying out and reconditioning fields including sodding as necessary and building pitching mounds, bases, and base pathsPerforms manual and minor maintenance work in relation to grounds apparatus such as batting cages, portable fences, and bleachers and assumes responsibility for clean and orderly structuresConstructs hardscapes according to plans including but not limited to playgrounds, shelters, shade structures, water fountains, benches, picnic tables, fences, sidewalks and more; may use concrete, steel, wood and paint in the construction or maintenance of hardscapesChemically treat and manually remove exotic plants, when necessary, from City propertiesInstall, maintain, and remove holiday lights and displaysTeam Skills :

Emergency Response Status : As a condition of employment, City of Largo employees will be required to work as directed during an undeclared and / or a declared emergency. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the official job description.

High school diploma, trade school, or General Education diploma (GED) and three (3) years directly related experience in the general area of work assignment or an equivalent combination of training and experienceAt least one (1) year supervisory experienceState of Florida Restricted Pesticide License and Spray License required within 6 months of hireCardiopulmonary Resuscitation (CPR) Certification required within 6 months of hireInternational Society of Arborist Certification preferredValid Driver's LicenseKnowledge, Skills, And Abilities :
Ability to supervise staff for the satisfactory completion of tasks, maintenance of employee morale, and retention of crew productivityAbility to teach the use of machinery and power tools of the tradeAbility to prepare written reports and keep recordsAbility to establish effective working relationships with employees and the publicConsiderable knowledge of the occupational hazards and standard safety precautions of the workWork Environment & Physical Requirements :
Work Environment : 20% inside a climate controlled building; 80% outside which includes driving.
Physical Requirements : The essential functions of the job require sitting approximately four (4) hours per day, standing approximately two (2) hours per day, and walking approximately two (2) hours per day. The job also requires frequent : fine manipulations, reaching, repetitive motion, and lifting objects weighing up to 15 pounds, with occasional : grasping, carrying objects weighing up to 44 pounds. On rare occasions the work requires : bending / stooping, climbing, crawling, kneeling, pulling, pushing, carrying objects weighing 45 pounds or more.
Sensory Requirements : Hearing : Ability to hear radio and phone and understand what others are saying in normal conversation in person and on the radio and telephone. Speaking : Ability to communicate orally with others and speak effectively on the radio and telephone. Seeing : Ability to see and read computer monitor screens, operate a vehicle, and read normal print.
Driving Requirements : Requires occasional driving and possession of a valid Florida Driver's License.
Technology : The work requires ability to operate telephones, smart phones, tablets, photocopiers, printers, desktop and / or laptop computers, calculators and all associated software. The work also requires proficiency with computer hardware and software programs including word, spreadsheet and / or database applications, internet applications, and database management.
