Prevention Administrator I - Behavioral Health (Open)

The Division of Behavioral Health is seeking a state prevention administrator to provide leadership and administrative oversight of multiple prevention programs including the Opioid Infrastructure Cash Fund. In this role, you will administer prevention programming of statewide activities including planning, grant writing, budgeting, contract managing, programmatic, reporting (to include any legislative reporting) and auditing responsibilities for three separate federal grants, Mental Health First Aid, and Synar. The Administrator will provide system leadership to six Regional Behavioral Health Authorities prevention systems, as well as numerous other partners. It's one more way our Behavioral Health Division helps Nebraskans live better lives.

Job Duties :

  • The Prevention Administrator I convenes a Prevention Advisory Council, consisting of statewide prevention professionals and stakeholders, which serves to advise the Division's larger prevention system, vision, and strategies. This position oversees the Statewide Epidemiological Outcomes Workgroup (SEOW) which convenes data experts and stakeholders to review critical data regarding substance use and mental health in Nebraska. The Prevention Administrator manages staff that provides the secretarial support to the Nebraska Opioid Settlement Remediation Advisory Committee through meeting minutes, maintenance of records, notice of meetings, and additional support to the Committee.
  • The position has oversight in the development and ongoing data quality assurance for the Nebraska Prevention Information Reporting System (NPIRS); the system that captures and outcomes for federal reporting. Administration oversees the development and administration of three distinct survey projects which collect statewide information of substance use and mental health behaviors, attitudes, perceptions, and demographics.
  • The position serves in advisory capacity for other substance use and mental health grants for both internal and external agency stakeholders.

Requirements / Qualifications

Minimum Requirements : Bachelor's Degree in public administration, social work, human development, public health, behavioral science, law, finance, human resources or other program related field AND two years of experience in a field related to the assigned program area including supervisory experience; OR a Master's degree in any of the above mentioned fields. Experience may be substituted for the educational requirement on a year-for-year basis.

Preferred Requirements :

  • Background in federal grant management and grant writing is preferred.
  • Experience in procurement and contract management is preferred.
  • Experience managing and developing a team including hiring, onboarding, program oversight, and professional development in a supportive and collaborative environment.
  • Knowledge, Skills, and Abilities :

  • Knowledge of federal and state laws and regulations relevant to the directed program; quality assurance / performance improvement principles and methods of analyzing continuous improvement; business and management principles including strategic planning, resource allocation, human resources, leadership and coordination of people and resources; principles of supervision and staff development; budget administration practices.
  • Skills in communicating and facilitating a the behavioral health prevention vision and plan for Nebraska.
  • Ability to learn, apply and interpret agency policies and procedures relating to areas of responsibility; identify and relate pertinent pieces of information to form conclusions; establish program objectives or performance goals and assess progress; identify and analyze organizational and operational problems and develop and implement timely and economical solutions; f
  • Ability to formulate policies to meet identified needs, goals or objectives; respond to changes in direction, priorities and agency values; perform high level analysis; apply principles of logic or synthesis functions involving planning and direction of interrelated activities in multiple departments;
  • Ability to identify and integrate concrete and abstract variables to formulate approaches to major problems; exercise judgment, decisiveness and creativity in critical and / or unexpected situations; establish and maintain satisfactory working relationships with managers / administrators / subordinates, community organizations and the public; plan, assign and supervise the work of others.
