Director Of Advocacy And Research

The Community Preservation Coalition (communitypreservation.org) is a non-profit organization that stewards the Massachusetts Community Preservation Act (CPA), supporting implementation and adoption of CPA, enhancing the CPA's efficacy and impact, and serving as a convener for municipalities and advocates statewide. In doing so, we ensure this unique municipal / state program continues to fund necessary investments in affordable housing, historic preservation, open space conservation, and outdoor recreation. The Coalition's work enables the CPA program to improve communities throughout the Commonwealth and enhance the quality of life for residents within those communities.

The Community Preservation Coalition is fiscally sponsored by TSNE (tsne.org).

Responsibilities

Reporting to the Executive Director, the Director of Advocacy and Research will provide strategic thinking and drive our public policy, and governmental affairs work at the state and local levels. The Director provides leadership within the organization and in the broader community to facilitate public policy advocacy. This role will also lead efforts to engage and mobilize our member communities and partners in both the establishment of our policy priorities and positions and in advocating for those policies before the Legislature and state agencies. The Director of Advocacy and Research will contribute to the creation of an inclusive and welcoming workplace and equity in the CPA program.

Essential Functions

Advocacy (60%)

  • Lead development of CPC state policy and legislative agenda through collaboration with staff, CPC members, and allies
  • Formulate state advocacy strategy, build coalitions, and lead campaigns
  • Represent the Coalition at the State House, before the state administration, partner organizations, and with the press
  • Cultivate relationships with legislators, craft strategy to advance legislation and state budget priorities, testify at legislative hearings, draft and advocate for legislation, and otherwise advance the CPC legislative agenda
  • Mobilize CPA advocates to participate in advocacy campaigns, including organizing meetings, sending out action alerts, and training community residents to engage more powerfully in public advocacy
  • Staff the CPC Steering Committee Policy working group and other ad hoc committees as necessary to develop, guide, and advance the CPC policy agenda
  • Build relationships with diverse constituencies and organizations
  • Lead on advocacy events and assist with other events and programs, as required

Research (40%)

  • Conduct and manage action-oriented research that informs policy agenda
  • Track state policy and legislative developments of relevance to CPA
  • Track municipal CPA activities for best practices that can be shared and emerging issues needing attention
  • Contribute policy, research and success stories to Coalition website and newsletter
  • Translate research findings into persuasive collateral materials to inform both the legislature and all CPA communities.
  • Be an effective team member and lead the Coalition's collaboration with colleagues and partners to advance our mission.
  • Qualifications

  • Five or more years of non-profit, government and / or related professional experience
  • Experience working on state or local public policy campaigns
  • Experience at the Massachusetts State House
  • Excellent verbal, writing and communications skills, including presentations to groups, working with the press and use of social media
  • Familiarity with the Community Preservation Act preferred, especially in one or more of the following areas : affordable housing, open space and conservation, outdoor recreation, or historic preservation
  • Familiarity with structure and operations of local municipal governments
  • Strong collaborative leadership skills
  • Proven ability to staff and lead committees and coalitions, and to work effectively in a community setting with people from different backgrounds
  • Reliable co-worker and team player who can think strategically and creatively to solve problems
  • Knowledge of and experience with Microsoft applications including Word, PowerPoint and Excel

  • Compensation and Benefits

    Location : Work will be primarily performed Hybrid / Boston, MA.

    Schedule : Monday Friday, up to 37.5 hours per week; occasional nights and weekends.

    Compensation : The salary range for this position is $90,000 - $125,000 / yr. and is commensurate with experience.
