Job Description

This individual is responsible for the day-to-day operations of the laboratory support area and ancillary functions including processing, phlebotomy, customer service functions, blood bank clerical and lab billing.

He / she provides expertise for the collection, receipt, processing and distribution of work in a timely and accurate manner and ensures efficient and effective operations.

He / she maintains an adequate quantity of supplies and assesses the competency of the staff.

The main objective is to ensure maximum productivity by implementing effective leadership among the members of the team which will enable the group to contribute to the attainment of corporate goals.

In order to do this, personnel are hired with adequate qualification, given optimum training and assigned tasks fit for their abilities The manager will impart his / her expertise in maintenance and monitoring of equipment, systems, processes, and individual and team performance as well as providing modifications whenever necessary.

The manager is committed to constantly enhancing abilities as a Lab Manager and providing a positive contribution to the company.

Responsibilities

Maintenance of Staff

  • Maintains an effective department staffing model with ability to recruit, interview, select, orient, and train employees;
  • Maintains a safe, secure, and legal work environment. Insures the team uses appropriate PPE while in a laboratory or performing phlebotomy.
  • Develops personal growth opportunities, in-services, and continuing education programs. Makes sure mandatory education programs are completed as required.
  • Provides staff development through performance evaluation and discipline / corrective counseling as needed.
  • Oversees retention and turnover management, hours / overtime management, policy compliance, productivity management,
  • Plans, coordinates staffing patterns to effectively and efficiently support the department to ensure adequate coverage to meet service needs.
  • Oversees and maintains the call schedule for the department.

Communicates Effectively

Achieves results by communicating job expectations; planning, monitoring, and appraising job results; coaching, counseling, and disciplining employees;

developing, coordinating, and enforcing systems, policies, procedures, and productivity standards.

  • Communicates any issues regarding the operation of the team dynamic when these cannot be resolved within the team.
  • Answer general enquiries from staff, when these cannot be met directly from another member of the team.
  • Conducts laboratory staff meetings on a regular basis, inviting open discussion and proper follow up on questions.
  • Communicate with suppliers and service engineers.

Leadership and Working Collaboratively

Demonstrates vision and initiates changes to meet the future needs of the laboratory and / or organization. Establishes strategic goals by gathering pertinent business, financial, service, and operations information;

identifying and evaluating trends and options; choosing a course of action; defining objectives; evaluating outcomes. Partners with senior management in establishing strategic priorities and annual quality indicators

  • Acts as line manager for the support team, ensuring smooth and flexible operation of the team, delegating tasks and carrying out performance reviews and other HR functions as necessary.
  • Identifies to management ways to modify and / or improve department.

Participates in the specification, design, implementation, and modification of projects related to assigned labs. Prepares test plan data to ensure quality and integrity.

Works strategically with other department supervisors and managers to ensure testing is completed within turnaround time

Liaison and Networking

Staff Development

  • Provides instruction, support and guidance on the use of laboratory and work area equipment and techniques as necessary.
  • Develops and maintains ongoing professional development and in-service education.
  • Coordinate the department's in-service training
  • Supports education and provides development opportunities for employees to enhance their technical, professional and leadership skills.
  • Serves as a preceptor and role model.

Professional Growth

  • Attend and contribute to meetings of subject working groups as necessary.
  • Maintains professional and technical knowledge by attending educational workshops, meetings (including national), reviewing professional publications;

establishing personal networks; benchmarking state-of-the-art practices; participating in professional societies.

Seeks opportunities for and participates in continuing education to enhance or acquire skills to support professional goals.

Delivering a High Quality Standard of Service

Procedures (SOP’s)

  • Responsible for developing and initiating departmental policies where needed as an adjunct to hospital policies, procedures and objectives.
  • Reviews, writes and updates complete written procedural manuals pertaining to licensure and accreditation, Ensures that manuals are current and reviewed bi-annually by the pathologist.
  • Clarifies and interprets both organization and department policies and procedures to promote understanding and consistency.

Training and competency Assessment

  • Concurrently monitors employee and departmental performance to ensure adherence to policies and procedures, timelines and regulatory requirements
  • Identifies training needs and ensures all training is performed as required
  • Ensures staff are properly trained and competent in all aspects of their job duties and departmental procedures.
  • Establish and maintain standards of performance to establish clear performance expectations. and ensures competency of personnel
  • Ensures internal competency programs are being managed to meet regulatory requirements.

Performance Improvement

Maintains quality service by enforcing quality and customer service standards; analyzing and resolving quality and customer service problems;

identifying trends; recommending system improvements.

  • Ensures that lab services are of the best quality, are cost contained and are carried out in an expeditious manner.
  • Responsible for maintaining standards involving quality assurance, safety, compliance, environmental and infection control
  • Develops monitoring systems for the collection, documentation and reporting of quality assessment and improvement data;

extracts pertinent information from quality assessment and improvement studies, initiates corrective action plans, and re-monitors results

  • Evaluates existing systems and processes and develops corrective action plans for service / quality trends identified Initiates changes and monitors for improvement
  • Consult other departments, as appropriate, to collaborate in patient care and performance improvement activities
  • Ensures the department proactively responds to feedback from customers (internal and external) and implements improvement mechanisms to enhance the overall ability of the department to meet the customer’s needs for laboratory services

Effective Decision Making

  • Make independent decisions concerning the day-to-day operation of the Lab Support team.
  • Provide support and guidance on the use of materials and equipment
  • Make collaborative decisions with staff and the technical team
  • Elicit advice from staff where necessary to allow them to make decisions concerning practical work.
  • Initiate proposals and contribute to collaborative decisions with staff

Plans and Organizes Self and Others

  • Plans, assigns, and directs work in the laboratory.
  • Delegates and supervises day-to-day operations of the lab including checking supplies, ordering inventory, cleaning and maintenance.

Is accessible to the laboratory personnel to provide on-site, telephone, or electronic consultation.

  • Provides oversight to ensure prompt, accurate, and timely processing and delivery of all patient specimens.
  • Make daily rounds in Laboratory to judge effectiveness of operation, utilization of personnel and supplies, Plans, assigns, and directs work in the laboratory.
  • Work independently under the general guidance of the Lab Director planning and organizing the workload of the Support team to meet the needs of staff

Innovation and Improvement (Effective Problem Solving)

  • Consulting and advising on standard day to day problems as they arise, for example equipment breakdowns.
  • Developing systems to ensure facilities and equipment are maintained to the necessary standards.
  • Identifies future needs in terms of staff, equipment, and facilities. Submits appropriate documentation for procurement of such.
  • Performs spot checks on work to ensure that established policies and procedures are being followed and that work meets required standards.
  • Possess effective management skills to supervise department staff and maintain departmental budgets.
  • Reviewing test volumes with the Director of Laboratory Operations to development and implement timely changes to manage workload
  • Monitors and helps facilitate the timely completion of department projects.

Financial Management and Billing

  • Contributes to financial success of the organization through scheduling and use of staff that minimizes use of overtime and over quota.
  • Manages the inventory of supplies and resources to insure sufficient materials are available to perform the work, while minimizing the amount of excess inventory on hand.

Works with the hospital value analysis group to minimize supply costs.

Insures the laboratory billing clerk is managing the billing work queues in a timely manner and assists as needed with issues and problems.

Team Development

  • Ccontributes to team effort by accomplishing related results as needed.
  • Develop the Technical team into an effective, proactive and energized support team.
  • Contribute to the induction and development of new staff as needed.

Compliance

  • Responsible for maintaining compliance with requirements of accreditation and regulatory agencies. This may include preparing and submitting applications, surveys, reports, records, forms, and renewal questionnaires which precede inspections for maintenance and renewal of licensure and / or accreditation.
  • Work with hospital administration on planning, organizing and directing laboratory operations and ensuring compliance with all local, state and federal regulations.

Responsible for compliance and audit preparation of assigned laboratory area for The Joint Commission, and other regulatory reviews.

  • Reviews inspection and survey reports and recommendations. If deficiencies exist, takes corrective action necessary for compliance.
  • Oversee plans and preparations for inspections

Qualifications

KNOWLEDGE AND SKILL :

Qualifications :

Associate or Bachelor’s Degree or equivalent in relevant subject is preferred

Computer experience with Microsoft Office is preferred

Proven Experience :

Knowledge and experience of general laboratory environment, especially as related to phlebotomy, processing and customer service

Supervisory or team leadership experience, preferably in a scientific or laboratory environment.

High level of safety awareness,

LICENSES & CERTIFICATIONS :

PBT (ASCP) or equivalent preferred.
