Building Inspector
This position is responsible for conducting building inspections and creating and managing records. The position inspects new and existing construction and is expected to ensure compliance with Building Codes, approved plans, specifications, ordinances, rules, and regulations of West Haven City.
Supervision Received : Works under the direct supervision of the Building Official. Exercised : None.
Essential Functions
Knowledge, Skills, & Abilities
Knowledge of : Building, plumbing, electrical, mechanical, fire, and State codes.
State and federal laws, regulations, and ordinances governing the City.
Municipal codes, ordinances, and related statutes applicable to assigned duties.
Code compliance methods.
Relevant State laws, ethical principles, and proper verbal and written communication rules.
Industry-specific terminology and symbolism.
Skill in : Administrative procedures and regulations related to building code enforcement.
Addressing citizen issues with civility.
Inspecting materials for identification to ensure they conform to the specifications of associated codes.
Confer with contractors and property owners regarding project schedule, hazards, and inconvenience.
Use graphic instructions such as blueprints, layouts, or other visual aids.
Respond to common inquiries or complaints from customers, regulatory agencies, or business community members with tact and dignity.
Working with computers, including Microsoft Office applications.
Ability to : Prioritizing and organizing workload to meet deadlines.
Observe construction work during progress and completion, including the ability to monitor contractor work for compliance with adopted State laws.
Coordinate building-related work with other West Haven City departments.
Perform mathematical calculations using algebra, geometry, and trigonometry.
Interpret various instructions furnished in written, oral, diagram, or schedule form.
Maintain an accurate record of enforcement activities and conditions observed.
Communicate effectively both verbally and in writing.
Remain composed in stressful situations and react quickly.
Establish and maintain strong working relationships with internal personnel, other agencies, and the public.
Education & Experience
Graduation from High School or equivalent; AND Two (2) years of specialized training in building methods and practices related to commercial, industrial, and residential structures provided through technical college, professional workshops, or university studies; AND Two to three (2-3) years of experience in a related field; OR The City may consider any combination of education and experience that would likely enable the individual to successfully perform the essential functions of the position.
Certifications & Licensures
Valid State of Utah Drivers License Class "D". International Code Council (ICC) Certified in residential : building, electrical, plumbing, mechanical, and combination. Preferred-International Code Council (ICC) Certified in commercial : building, plumbing, electrical, and mechanical. State of Utah Building Inspector License.
Physical & Mental Demands
Tasks require a variety of physical activities, periodically involving muscular strain related to walking, standing, stooping, sitting, pulling, and reaching. Essential functions require talking, hearing, and seeing. Common eye, hand, and finger dexterity are required to perform essential functions. Daily local travel is necessary for job performance. Ongoing exposure to changing weather conditions. The employee must occasionally lift and move more than 50 pounds. The job also requires the employee to climb ladders, enter crawl spaces, exert force, manipulate hand and foot controls, and enter data into a computer terminal, PC, or other keyboard device. Mental application utilizes memory for details, emotional stability, discerning thinking, and creative problem-solving.
Special Requirements
A twelve (12) month introductory period is a prerequisite to this position. Must have a valid Utah driver's license. Satisfactory outcome of a pre-employment drug test is required. Satisfactory outcome of a pre-employment physical is required. Satisfactory outcome of a pre-employment criminal background check is required. Occasional after-hours calls to assist fire / police departments with building safety after an incident.
