Human Resources Operations Support
Support HR operations (payroll, benefits, HRIS and compensation) and OMWI administration. Support payroll reconciliation when needed. Help implement and administer Human Resources programs and strategies. Document and maintain payroll, benefits, compensation and the Office of Minority Women & Inclusion ("OMWI") policies and procedures. Provide general support to Human Resources as needed.
General
- Serve as the point of contact for internal benefits, compensation, payroll and HRIS specialists and troubleshoot employee issues promptly.
- Update and maintain payroll, benefit and compensation processes and procedures.
- Upload new payroll, compensation and benefits vendor engagements in Coupa.
- Support onboarding and off-boarding employee benefit and retirement plan efforts, including enrollment and termination forms to the appropriate carriers.
Payroll
Provide backup support to payroll reconciler where necessary with :Timely processing of payroll-related entriesBi-weekly post-payroll submission of Health Savings Account (HSA) contributions to vendorReview and complete post-payroll reconcilement reporting and funding to Financial AccountingWork with payroll system vendor to ensure timely resolution to open items.Assist with reviewing monthly reporting from Financial Accounting to identify and reconcile transactions with Payroll Processor and report any discrepancies.Benefits Administration
Support administration of all health & welfare programs and related applicable laws that govern the plans.Process qualifying event changes, terminations and adjustments into Workday and communicate to plan carriers.Complete and submit benefits, retirement and short-term disability documentation to corresponding vendors.Coordinate weekly funding of Flexible Spending and self-insured health plan credits.Process and track flexible spending, leave of absence, retirement plan, supplemental life insurance & long-term disability coverage (Standard Insurance) and officer physical invoices in Workday.Help administer the annual benefits open enrollment process for active, retiree and continuation of coverage participants.Assist in monthly retirement and deferral contribution reconciliation reporting of the Bank's qualified and non-qualified retirement plans to Financial Accounting.Adhere to corporate privacy policies and procedures for the handling and filing of protected health information (PHI).Compensation
Assist with the annual merit and promotions cycle, including market data coordination and reconcilement of salary increases and adjustments.Coordinate the collection and preparation of compensation data for inclusion in the annual 10-K SEC report submitted to Financial Accounting.Support administration of the Bank's Incentive Compensation Plan. Assist with the processing of employee service awards.Manage the collection of data to fulfill requests from Federal Home Loan Banks, external compensation consultants and auditors, including PwC.Assist in ongoing pay equity exercises under the guidance of the Senior Manager.HRIS
Partner with HRIS team on reporting discrepancies and process improvements.Update and maintain employee benefits, payroll and compensation data within Workday, ensuring accuracy and integrity.Support testing of system upgrades, configurations and new feature implementations.Office of Minority Women & Inclusion ("OMWI")
Support the OMWI Director with ensuring adherence to the governance, oversight and reporting requirements in compliance with regulatory requirements.Help to ensure that policies, procedures and processes are compliant with the Federal Housing Finance Agency's (FHFA's) regulations and statutory requirements.Coordinate and assemble OMWI regulatory reporting obligations on behalf of the Bank for submission to the FHFA.Other Duties
Serve as backup to the Payroll Reconciler as needed.Create and provide dashboards, metrics, reporting and spreadsheets for various projects.Assist in preparing and maintaining all PHI, employee benefit and payroll-related files and communications.Skills

Strong proficiency in use of Microsoft Office Suite (Outlook, Word, Excel, PowerPoint), Adobe Acrobat (interactive PDF).General understanding of benefits and inter-relationships with accounting and payroll transactions.Detail oriented, strong communication, problem-solving, and organizational and project management skills.Experience
At least 1-3 years of general HR, HR Information Systems (Workday), benefits and / or payroll experience. Familiarity with full-cycle payroll processing experience. Workday HCM experience preferred. Knowledge of general accounting principles and multi-state taxation a plus.
Education
A bachelor's degree or continuing education in Human Resources or Business Administration is preferred.
Salary Range
$100,000 to $115,000
