  • Job Summary

    The HR Manager for Employee Benefits is responsible for overseeing the daily operations of employee benefits programs with a commitment to enhancing the employee experience. This role supervises and evaluates benefits staff, ensures compliance with applicable laws and policies, and champions process improvements to promote operational efficiency and employee satisfaction. The Manager provides consultation, interpretation, and technical assistance on a wide range of benefit-related matters, while actively contributing to departmental strategic planning and decision-making.

    Reporting to the Director of Human Resources, the HR Manager for Employee Benefits plays a vital leadership role in aligning benefit operations with organizational objectives and industry best practices.

    Essential Functions

    30% Benefits Administration & Oversight

  • Oversees the following business processes : self-insured medical, dental, vision, short-term and long-term disability, life and AD&D insurance plans. Also, the voluntary benefits, flexible spending accounts (FSAs), COBRA administration, unpaid leaves, ACA compliance, benefits-related inbound payroll processing, and the retirement health insurance benefit premium.
  • 25% Staff Supervision & Team Development

  • Plans, assigns, supervises, and evaluates the work of benefits staff aligning work with organizational goals; applies coaching and development techniques, and fosters a culture of performance and service excellence.
  • 20% Service Quality & Operational Standards

  • Establishes and ensures adherence to clear desktop procedures and standard operating protocols to support exceptional customer service, regulatory compliance, and alignment with internal HR policies. Champions consistency, accountability, and operational excellence across all benefits-related processes.
  • 15% Employee Experience & Program Insights

  • Collects, compiles, and analyzes HR and employee benefits data to identify trends, measure program effectiveness, and support data-driven decision-making. Provides strategic insights and business process improvement recommendations to the Director based on analysis.
  • 10% Escalated Issues & Departmental Leadership

  • Directs the resolution of escalated employee concerns and complex issues. Leads initiatives, open enrollment activities and related communications. Serves as department lead in the absence of the Director, ensuring continuity of leadership and operations, and performs other duties as assigned.
  • Minimum Qualifications

    Bachelor's degree from a regionally accredited institution and five (5) years of work experience in human resources, which includes the administration, analyses, and / or support of employee benefits projects, programs, and / or initiatives. At least two (2) years of the required five (5) years of experience must be in a lead or supervisory role.

    An equivalent combination of the education and / or experience as described above sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation, may be considered.

    Desired Qualifications

    1. Direct experience in administering employee benefits using ADP Benefits Administration System.

    2. Higher education or public sector experience.

    3. Experience collaborating with third-party administrators and brokers on employee benefits programs.

    4. Four (4) years of supervisory experience leading multiple direct reports in a professional setting.

    Special Working Conditions

    May be required to sit for a prolonged period of time; viewing a computer monitor.

    Hybrid work schedule (subject to change at any time).

    May be required to work evenings and weekends.

    Standard office hours, with flexibility during peak periods such as open enrollment.

    Occasional travel to college sites may be required.
