Director Of Community Governance And Relations
The Director of Community Governance and Relations will lead the strategic development, implementation and oversight of community governance structures across residential and mixed-use communities. This includes formation and management of effective and efficient community structures like homeowner associations and metropolitan districts for the Denver market; management and oversight of third-party community management and legal consultants for Denver market; and strategic community financial forecasting and financial strategies across all markets, to achieve quarterly and annual business goals, in alignment with Oakwood market growth strategies and sustained business operations.
This position will serve as the key liaison between internal teams, municipal and community partners, and residents to ensure that community's function with transparency, sustainability, and shared vision, and to obtain results that have a clear, positive, and direct impact on business performance.
Community Governance Development
- Oversee community formation process for new Denver communities; coordinate with Developer legal for HOA set up, governing document preparation and recording.
- Coordinate with sales and housing on absorption projections to track community development and growth for community operation expectations
- Develop Declarant transition plans and long-term community operations in partnership with legal and Asset Manager
- Provide strategic input to amenity development and project management related to long term community operations, ownership, and maintenance planning
- Maintain Developer held copies of association and district documents and records
- Review land plans and design guidelines and provide input to housing and land team for implementation, management and best practices
- Identify and implement Best Practices for consistency across projects related to community operations, services provided, and project budgets
- Manage creation of Ownership and Maintenance responsibility maps for each project prior to opening (or retroactively for existing projects)
- Oversee the development of community build out budgets for all Denver communities; establish and benchmark fee structures for new communities
- Partner with Marketing and Housing to ensure governance formation and services are aligned with mission and vision for each Denver community
- Coordinate with Developer and District and Association legal to track legislation and laws that impact HOA and District operations and communicate relevant impacts to internal teams as needed
Management and Leadership
Serve on all Boards and as Board President on key HOA's and Developer controlled Metro Districts in Denver communitiesServe as developer representative for all Denver communities through build-out (including after turnover)Manage Director qualifications, conflict of interest filings, and Purchase Sale Agreement terms for all metro district Directors in partnership with Developer legalTrack developer Board of Director terms, elections and appointments for all communitiesManage developer efforts and key relationships with community operation partnersAttend all HOA and District meetings. Communicate relevant issues to overall internal teams as neededOversee third-party community and district management partners and ensure management and operations are aligned with community and developer expectations based on community vision and missionCoordinate with District and HOA manager in preparation of Board meetingsCoordinate with individual directors for board meeting preparation and review of packet materials to ensure efficient meetingsProvide strategic insight on community and district management operationsEducate third party management companies on community vision, engagement and lifestyle plansFinancial and Business Operations
Anticipate and track Declarant transition and Developer turnover timelines to align financial strategies with community operations and developer controlOversee community debt issuance strategies and project future bond proceeds in partnership with bond consultantsOversee and manage community budget, prepare draft budgets and track adoption in partnership with community management for each communityManage community debt issuances and refinances and track performance of existing issued debtManage project subsidy and developer contribution budgetsWork with Finance / Accounting to provide strategic input on project financing and project life subsidy projectionsCoordinate ownership transfers of HOA / Metropolitan District tracts and amenity facilities to limit long term liability to Developer and decrease developer operating and holding costsOversee developer contribution, funding and reimbursement agreements, and track for eligible Developer Reimbursements under such agreementsManage District Cost Certification and Asset turnover process in partnership with Asset ManagerAnticipate and address downstream financial impacts of key business decisions and long-term developer and community operationsEnsure analysis and accurate interpretation of financial indicators that impact business plan and forecastsYou Have :
10+ years' experience in community development, community governance, municipal relations, special district and / or HOA management, minimum 5 years' experience in management leadership rolesExperience in Metropolitan District Formation and Service Plan Approval and / or amendment ProcessesExperience in managing General Obligation debt issuance process and coordinating District and Developer interestsDemonstrated knowledge of Title 32 and CCIOA requirementsBachelor's degree in business or a related field, Graduate degree preferredPrior leadership experience and operational responsibility throughout various community development phasesEffective interpersonal and communication skills, experience reporting operational results to executive teamsHighly organized, able to manage and prioritize multiple business objectives and projectsAbility to lead cross-functional initiatives with legal, development, finance and operations teamsExcellent stakeholder engagement skills and ability to build trust with residents, partners, and government agenciesFamiliarity with long-range planning, public-private partnerships, various public financing options
