Assistant Juvenile Detention Operations Director
The Assistant Juvenile Detention Operations Director oversees the operational aspects of Wayne County's Juvenile Detention Facility. The Assistant Director is responsible for the day-to-day operations of the facility, including establishing policies and procedures, providing general leadership and management of operations staff and programming, providing daily oversight for activities occurring within the facility and ensuring they are in compliance with all state and federal laws, as well as Wayne County administrative policies and regulations.
Required Tasks
- Administers the facility based on the law, relevant administrative procedures and County policy.
- Promulgates policy and procedures at the facility.
- Organizes the facility and staff, under the direction of the Juvenile Detention Director.
- Ensures staffing, support, and resources for a 24 / 7 multi-faceted operation. Maintains 24-hour accessibility for all operational needs; including but not limited to, on-duty scheduling, staff and resident needs, maintaining safety, security and control over three shifts.
- Ensures that communications and the flow of information within the division and court organization are maintained in a consistent and open manner; confers regularly with immediate staff, conducts periodic management meetings, and conducts periodic general staff meetings or provides timely and accurate informational bulletins to staff members as appropriate.
- Works closely with the Department Director and the Division Director in preparing and submitting complete budget and human resource plans and maintaining appropriate controls.
- Develops an organizational structure for the facility to ensure expeditious and effective handling of investigations and reports; including but not limited to the supervision residents.
- Ensures that established organizational structure and individual roles are respected and maintained within the facility or are altered as needed when in the best interests of the Wayne County administrative policies and the facility.
- Participates with interviews, screens, and tests of prospective staff; makes recommendations for the employment of competent staff.
- Provides quality service that continuously improves, meets or exceeds public and licensing expectations, and ensures all are treated with courtesy, dignity and respect.
- Administers all personnel policy and procedures at the facility in accordance with guidelines established by Wayne County Personnel / Human Resources Department, Collective Bargaining Agreements, and State of Michigan Licensure regulations.
- Prepares all reports for the facility as required by regulatory agencies, the department, and as directed.
- Performs other duties as assigned.
Educational Requirements
Bachelor's degree in social work, Sociology, Psychology, Guidance and Counseling, Education, Business Administration, Criminal Justice or Public Administration.Note : Master's Degree PreferredExperience Requirements
At least (5) five full years of full-time paid experience as a manager or upper-level supervisor working with delinquency, legal issues, or juvenile service.Two (2) years in a childcare institution or child placement agency with Master's degree of four (4) years with a Bachelor's degree or equivalent managerial experienceExperience coordinating and conducting training in accordance with licensing rules for childcare institutions.Experience training and developing training in multiple areas related to childcare licensing requirements.Experience in responding to law enforcement requests and other legal requests pertaining to criminal matters involving JDF residents
