Parks Facility Maintenance And Operations Superintendent

Position is responsible for complete oversight, organization, direction, and control over the Parks Facility Maintenance and Operations. Incumbent will be involved in the development of strategic and tactical planning, overall park maintenance organization structuring, procurement, and allocation of all resources, including but not limited to, personnel, vehicles, equipment, materials, and budgetary funds. Responsibilities also include hiring, assigning, developing, promoting, and termination of subordinates. Actions are controlled by established City and departmental policies and procedures. Also, adherence to various regulations and guidelines as dictated by municipal codes, state statues, and labor laws is required. A remarkably high degree of independent judgment is required for making decisions. There will be instances where policies, procedures, rules, and regulations do not exist for all situations that could be encountered. Errors in judgment will adversely affect the perception and image of the City relating to parks and recreation facility maintenance and operations. This could result in excessive liability, embarrassment, and expense for the Department and the City. Position reports to Deputy Director Parks.

Along with the Deputy Director, responsible for planning, organizing, leading, and controlling all resources, processes, and programs involving all park facility maintenance and operations activities

Responsible for the oversight of maintenance operations, asset life cycle planning, design review of facility renovation and new construction

Responsible for all operations and maintenance activities pertaining to city parks, park streets, parking lots, and snow removal activities within parks

Responsible for all environmental services, safety and training activities completed by the division

Responsible for identifying, purchasing, maintaining, and inventorying all needed assets of the division

Responsible for enhancing and maintaining excellent customer service practices and strategies for both internal and external partners and customers

Directly supervises senior management personnel, provides coaching, developmental opportunities, disciplinary actions, and performance management

Monitors the work output and complaint resolution of all subordinates

Identifies both capital and non-capital needs and priorities

Effectively monitors budgetary funds allocated and spent

Works closely with members of the Mayors Action Center (MAC), the Mayors Neighborhood Advocates, the City-County Council, and other members of the public to resolve concerns, provide education and information

Establishes good working relationships with the bargaining unit representatives and applicable City personnel.

Responsible for the development and promotion of a safe and productive working environment for all subordinates

Acts as liaison between the parks recreation, and other City departments, divisions, and citizens

Analyzes, reviews, and provides input on cost of enhancement projects and alternative funding options such as grants

Advises superiors and the public information officer of any situation that could adversely impact the image or perception of the City

Responsible for the adherence to the City of Indianapolis Policy and Procedure Manual regarding the hiring and termination of subordinates, planning and scheduling work by setting priorities and goals, reviewing and evaluating work product and performance, monitoring progress of work upon completion of assignments, directing the training of subordinates, and providing counseling and disciplinary action

Maintains current knowledge of federal, state, and local laws and policies affecting parks and recreation, transportation, storm water, traffic and environmental services processes, procedures, and performance

Must maintain confidentiality at all times

This list of duties and responsibilities is not intended to be all-inclusive and may be expanded to include other duties or responsibilities that management may deem necessary from time to time

Bachelors Degree in Project Management, Civil Engineering, Construction Management, Facility Management, Business Administration or a closely related field and a minimum of fifteen (15) years of progressively responsible professional experience in general public works management, park facility management, civil engineering, or construction management. This should include a minimum of five years of senior management, administrative and supervisory responsibility. A strong working knowledge of local, state, and federal rules, regulations, ordinances, and other pertinent documents is required. Knowledge of planning, directing, supervising, and reviewing the work of others engaged in park facility maintenance and operations activities is mandatory. Must be proficient with computers and able to create, edit and understand all Microsoft Office products, especially Excel and Word and Adobe products. Must be able to read construction plans and understand complex data and information. Ability to communicate effectively both orally and in writing, especially when presenting technical analyses and recommendations is required. Must be able to obtain and retain a valid Indiana Drivers license for continued employment.

The Superintendent of Operations is required to exercise regular and extensive independent judgment. Ability to recognize the need for intervention with any aspect of their operation and notify the Director. Judgment decisions may significantly affect the fiscal, personnel or physical resources of the department.

IMPORTANT PERF UPDATE :

1. All employees hired / rehired after 1 / 1 / 2022 have a choice to select the PERF Hybrid plan (3% + Pension) or the INPRS My Choice : Retirement Savings plan (3% + 1% Contribution). The Hybrid plan consists of two components :

Annuity Savings Account (ASA) -This consists of the mandatory employee contribution of three (3%) percent of compensation (made for the employee by the City), plus interest credits or earnings. You're always vested in your ASA portion - it's always yours.

Pension - The pension portion of the retirement benefit is funded by contributions made by the employer over the course of the employee's career and separate from the annuity savings account. Employees enrolled in the PERF Hybrid plan are eligible for retirement benefits at age sixty-five (65) if they have ten (10) or more years of creditable service. After June 30, 1995, employees may retire at age sixty (60) with at least fifteen (15) years of credible service or if the member's age in years plus the years of credible service equals at least 85 and the member is at least fifty-five (55) years of age. With fifteen (15) or more years of creditable service, the employee may retire as early as age fifty (50) with a reduced pension.

2. Employees hired / rehired by the City and County between 1 / 1 / 2017 and 12 / 31 / 2021 will be automatically enrolled in the PERF My Choice : Retirement Savings plan. This plan is an annuity savings account (ASA) only plan and does not have a pension component. Any service that an employee has in the My Choice : Retirement Savings Plan will not count toward the service time requirements for pension eligibility in the Hybrid Plan.
