Housing Manager
The Housing Manager provides administrative and operational leadership for The Center for Family Safety and Healing's housing services and joint leadership of the 24 / 7 Domestic Violence Hotline. This role oversees the design, implementation, and ongoing operation of housing initiatives, including HUD-funded Rapid Rehousing and Transitional Housing programs, to expand survivor housing options, reduce barriers, and provide supportive services that promote safety, healing, and long-term housing stability for domestic violence survivors in Franklin County.
Essential Functions :
Program Development & Implementation
- Design, Launch and Manage RRH Program
Review and apply HUD guidelines and CoC standards to ensure compliance.
Incorporate best practices from successful RRH models and Housing First principles.Conduct local needs assessments to inform program design and identify service gaps.Define the RRH program's target population, eligibility criteria, and service scope.Develop Housing StrategyBuild partnerships with landlords, property managers, and housing authorities to secure affordable housing units.
Coordinate with CSB partners to maximize HUD programs such as DV Bonus Rapid Rehousing and Transitional Housing.Lead TCFSH's role in implementing and sustaining a Victim Coordinated Entry system to ensure equitable access to housing and shelter resources.Create Policies & ProceduresDevelop housing program policies for eligibility, assistance duration, rental assistance parameters, and service levels.
Establish benchmarks and evaluation metrics to measure program outcomes and service quality.Implement systems for data collection and analysis in alignment with HUD and funder requirements.Operational OversightCo-Manage the 24 / 7 DV Hotline
Support hotline operations in collaboration with the Intake team to ensure efficient call triage, timely crisis response, and connection to housing or advocacy services.
Supervise Housing TeamProvide leadership and supervision to Community / Housing Advocates and the Housing Resource Specialist.
Assign and manage caseloads, ensuring balanced workloads and quality service delivery.Support staff in client needs assessments, housing plan development, and goal achievement.Ensure staff provide domestic violence education, self-sufficiency coaching, financial literacy, and tenancy rights education.Quality Assurance & ComplianceOversee timely, accurate data entry into Penelope and HUD-required systems; conduct regular audits.
Ensure secure storage of client records to meet confidentiality, agency, and HUD compliance standards.Monitor performance metrics, housing stability rates, and service outcomes; prepare reports for internal use and external funders.Training, Collaboration, and AdvocacyTrain housing staff in trauma-informed care, housing navigation, HUD program requirements, and RRH best practices.
Build relationships with community stakeholders to promote program awareness and increase referral sources.Engage in advocacy efforts that support housing stability, affordability, and survivor-centered services.Foster cross-agency collaboration to provide comprehensive support to survivors, including mental health, legal, and employment resources.Education Requirement :

Strong understanding of local housing systems, HUD policies, and tenant / landlord relations, DV / SA Survivor Advocacy, and safety planning, Fair housing, tenant rights.Knowledge of local housing systems, resources, and landlord engagement strategies.Understanding of the intersection of family violence, homelessness, child welfare, criminal justice, and healthcare systems.Proven leadership, supervisory, and program management skills.Commitment to trauma-informed, survivor-centered, and culturally responsive service delivery.Experience :
At least 3 years of experience in housing navigation, case coordination, or DV survivor services, and trauma-informed care, motivational Interviewing, and client engagement.Experience with data systems (e.g., Penelope, HMIS) and grant compliance reporting.Physical Requirements :
