Clinical Outsourcing Manager
Kelly Science & Clinical is seeking an experienced Clinical Outsourcing Manager for a part-time, temporary (potential to extend) opportunity with our client who is a clinical-stage biopharmaceutical company that focuses on developing best-in-class therapeutics for liver and viral diseases with high unmet needs.
Location : Remote / Hybrid - South San Francisco, CA (preference will be given to local for occasional in-person vendor / bid defense meetings)

Hours : 20 Hours / Week (potential for more depending on need)
Salary : $70-95.00 / Hour (commensurate with experience)
Reports to : Executive Director, Head of Clinical Operations
Position Overview : The Clinical Outsourcing Manager is responsible for leading and managing the end-to-end vendor outsourcing lifecycle within the clinical department. This includes activities ranging from RFP / RFI generation and vendor selection to contract negotiation, budget management, performance oversight, and ensuring compliance. The ideal candidate possesses a strong understanding of clinical trial processes, vendor functions, and financial oversight, coupled with excellent communication and negotiation skills to effectively manage cross-functional relationships. This role is critical in ensuring the successful execution of clinical trials through strategic outsourcing and effective vendor management.
Responsibilities
- Lead and manage the vendor outsourcing lifecycle within clinical (e.g., CROs, central labs, imaging, IRT).
- Issue requests for proposals (RFPs / RFIs).
- Solicit bids, coordinate vendor evaluations, compare pricing / technical proposals.
- Assist with bid defense meetings, including preparing materials, answering vendor questions.
- Negotiate contracts, statements of work (SOWs), change orders, and amendments.
- Generate and manage purchase orders (POs) within the clinical group (liaising with finance as needed).
- Oversee budget tracking for outsourced services (within clinical), monitor spend vs. forecasts, flag variances.
- Support interdepartmental coordination (clinical, legal, finance) to ensure contracts align with company policies.
- Vendor performance oversight : deliverable tracking, meeting reviews, issue escalation, closeouts.
- Provide regular reporting to management on vendor spend, contract status, and risks.
- Ensure compliance with SOPs, regulatory requirements, and internal procedures in vendor outsourcing.
- Reviewing invoices for accuracy prior to approval / payment and managing modifications as needed.
- May additionally be responsible for supporting clinical site contract negotiations.
Qualifications
5+ years' experience in clinical outsourcing, vendor management, or clinical operations in biotech / pharma.Strong understanding of clinical trial processes, vendor functions (CROs, labs, imaging, etc.).Experience preparing and evaluating RFPs / RFIs, negotiating vendor contracts, managing change orders.Comfortable with budgeting, financial oversight, cost tracking (within clinical).Excellent communication skills, ability to navigate cross functional teams (legal, finance, clinical).Ability to work independently, meet deadlines, and manage multiple vendor relationships.Some availability to support in person or local meetings (if located nearby).Remote capable but preferably local / within a reasonable travel radius to SF Bay Area.
