Airport Senior Manager Of HR

Under administrative direction, oversees, manages, and prioritizes assigned departmental activities. Monitor operating budget and preparation of same. Develop and implement strategic goals for operational efficiency and increased productivity. Establish key performance indicators (KPI), quantitative and qualitative metrics, guidelines and standards to evaluate efficiency and effectiveness, and identify opportunities for improvement. Plan, organize and direct day-to-day operations and programs. Plan, monitor and analyze metrics for to ensure timely completion of established goals and objectives. Performs other related duties as required.

Bachelor's Degree in Business Administration, Public Administration, Economics, Urban Studies or related field of study is required. Six years of full-time paid experience in a leadership role in related field is required; three of those years must involve development, implementation and / or management of programs and services. Demonstrated organization, communication, and leadership skills through progressively responsible roles, culminating in a senior leadership role. Experience in developing strategies and plans. Knowledgeable of organizational functions and principles, including but not limited to, human resources management, finance, customer service, production. (Substitution : Two years of any equivalent combination of education, training and experience may substitute for each year of college education lacking.) Valid State of Ohio Driver's License required.

Additional Requirements :

  • Must successfully complete a Transportation Security Administration (TSA) 10-year fingerprint-based Criminal History Records Check and employment background check and Security Threat Assessment.
  • Must be able to pass a pre-employment physical and drug test.
  • Must be able to lift and carry a minimum of thirty-five (35) pounds.
  • Must be proficient in the Microsoft Office Suite, particularly Excel and PowerPoint.

Preferred Qualifications :

  • MBA or Master's degree in Human Resources, Organizational Leadership, or related field.
  • SHRM Certification : Senior Certified Professional or SHRM-Certified Professional
  • Reporting to the Assistant Director of Administration, this vision and results leader is responsible for creating an atmosphere for the team, employees, and stakeholders to succeed in meeting the mission of the Department of Port Control (DPC).

    Leads HR by developing and executing human resource and organizational effectiveness strategies in support of the overall business plan and strategic direction, change management, organizational and performance management, training and development, and talent management in an airport management environment. Provides strategic leadership by articulating HR needs and plans to the executive management team, shareholders and the City of Cleveland (COC), DPC's administration.

    Organizational and Performance Management

  • Translates strategy into actionable goals for performance and growth helping to implement organization-wide goal setting, performance management, and annual operating planning.
  • Policy Management

  • Directs the evaluation, preparation, amendment, and implementation of policies, rules, and procedures regarding all aspects of the division's responsibilities. Ensures compliance with relevant federal, state, and local laws and regulations. Advise departments and offices on data and reports necessary for compliance.
  • Recruitment and Retention

  • Collaborate with the Executive Leadership Team to develop a comprehensive strategic recruiting and retention plan to meet the human capital needs of the airport system's strategic goals.
  • Labor Relations

  • Oversee labor relations in connection with the interpretation and administration of human resource policies and the collective bargaining agreements (CBA) and provide leadership and guidance on policy and CBA infractions and consequences.
  • Governance and Financial Stewardship

  • Provide overall leadership and guidance to the HR function by overseeing talent management, career development, succession planning, retention, training, leadership development, and workforce development globally. Work with executive management to establish a sound plan of management succession that corresponds to the strategy and objectives of the DPC.
  • Lead team members through the establishment of clearly defined performance standards and work items; the execution of timely performance reviews providing constructive guidance for improvement and development; and the fostering of strong employee morale through the ongoing reinforcement of high expectations regarding confidentiality, honesty, integrity, openness, teamwork and responsibility.
  • Hire and develop HR team, adhering to progressive discipline when appropriate.
  • Establish KPIs and other performance metrics to monitor HR performance.
  • Leads in the planning, formulation, evaluation, and execution of the Division of Human Resources' operations and budgets. Develop strategies for the effective and efficient use of human and financial resources.
  • Develop the HR annual budget and monitor performance against budget.
  • Perform other related duties as required.
