MVNO provisioning with MNOs involves a complex but well-orchestrated set of processes that enable a Mobile Virtual Network Operator (MVNO) to offer mobile services using the infrastructure of a Mobile Network Operator (MNO). Here's a breakdown of how it works:
1. Subscriber Onboarding & SIM Provisioning - SIM/eSIM Management:
- MVNOs either procure SIMs from MNOs or manage their own SIMs.
- For eSIMs, MVNOs use Remote SIM Provisioning (RSP) platforms (SM-DP+, SM-SR) to download profiles to devices.
- HLR/HSS/UDM Registration:
- Subscriber data is provisioned into the MNO’s Home Location Register (HLR) or Unified Data Management (UDM) system.
- This enables authentication and access to network services.
2. Service Activation - Provisioning APIs:
- MVNOs use APIs or middleware platforms to send activation requests to MNO systems.
- These requests include subscriber details, plan information, and SIM identifiers (ICCID, IMSI).
- Real-Time Activation:
- MNO systems validate and activate the subscriber in real-time.
- MVNO receives confirmation and updates its own OSS/BSS systems.
3. Network Configuration - Access Control:
- MNO configures access to voice, SMS, data services based on MVNO’s agreement.
- APNs (Access Point Names) are set up for data routing.
- Roaming & Policy Control:
- MVNOs may use MNO’s roaming agreements or configure their own.
- PCRF/PCF systems enforce data usage policies.
4. Billing & Usage Reporting - CDRs & Mediation:
- MNO generates Call Detail Records (CDRs) and shares them with MVNOs.
- MVNOs use these for billing, analytics, and customer care.
- Real-Time Charging:
- For prepaid services, real-time charging systems may be integrated between MVNO and MNO.
5. Customer Lifecycle Management - Suspension/Deactivation:
- MVNOs initiate suspension or deactivation via provisioning APIs.
- MNO updates network systems accordingly.
- SIM Swap & Porting:
- MVNOs handle SIM swaps and number porting, coordinating with MNO systems for seamless transitions.
6. Monitoring & Support - Service Assurance:
- MVNOs monitor provisioning success rates, latency, and failures.
Joint troubleshooting with MNOs ensures service reliability
