Overview

The City of Covina is currently accepting applications for the position of Library Manager in the Parks and Recreation and Library Services Department.

Definition

Under administrative direction, plans, organizes, implements, supervises and directs the operations, programs, services and personnel at the Covina Public Library; prioritizes and schedules major projects; helps develop and manage the operating and grant budgets; and serves as Librarian; oversees and directs the Library's public services, technology, administration, and facilities management; trains, supervises, and evaluates Library personnel; develops and implements Library policies, procedures, and service delivery programs; performs other related duties as required.

Distinguishing Characteristics

The Library Manager is the supervisory level class responsible for planning, organizing, implementing, supervising and directing the operations, programs, services and personnel of the Covina Public Library.

Supervision Received / Exercised

Receives general direction from the Director of Parks & Recreation and Library Services and City Administration. Exercises direct and indirect supervision over lower level professional technical and administrative support personnel.

  • Develops and implements short-term and long-term goals, objectives and policies for the Library; allocates resources to achieve these goals; schedules activities, programs and services based on established priorities and community needs; ensures operations comply with City policies and objectives.
  • Manages Library operations; provides leadership, direction and coaching to employees; evaluates Library issues; determines and implements solutions; prioritizes and assigns tasks and projects; trains and evaluates staff; develops staff skills and conducts performance evaluations; ensures adherence to safe work methods, procedures and practices; initiates disciplinary procedures as appropriate.
  • Researches funding opportunities for programs and facilities development; writes, prepares and reviews grant submittals as appropriate; oversees and implements grant programs and reporting.
  • Participates in developing, evaluating and monitoring Library operating and grant budgets.
  • Participates in annual reports to the City and the State; maintains and analyzes operating statistics; updates programs to continually improve services to the patrons and the community.
  • Manages and directs all Library activities, including reference, circulation, collection development, cataloguing and community programs; oversees and approves special events, adult programs, children's activities, and Literacy programs.
  • Conducts program and service analysis; evaluates service delivery methods and procedures; identifies and implements changes necessary to improve operational and program efficiency and service impact.
  • Directs and provides reference services; responds to requests for information, researches questions, and provides general and complex information to the general public and Library patrons.
  • Interprets and explains Library policies, procedures, and programs to the public; responds to inquiries involving Library related matters; negotiates and resolves complex, sensitive, and / or controversial issues and complaints.
  • Selects and acquires materials to satisfy the informational and recreational needs of the patrons; manages and oversees collection development; responds to requests from the public for purchases; reviews materials for purchase; and approves additions and deletions to collection.
  • Approves and accepts gifts and donations to the Library.
  • Oversees programs and outreach efforts to promote Library services to the community; conducts public awareness campaigns, including speaking to community groups and organizations, developing marketing materials, and creating and presenting content promoting the Library.
  • Monitors and keeps informed of current and future trends in the Library field; applies new concepts, practices and technologies; attends professional development trainings, meetings, seminars, workshops and conferences.
  • Oversees and coordinates the maintenance of Library hardware, software, social media and website content.
  • Serves as liaison between the Library and Library interest / support groups such as the Friends of the Library, the Library Board of Trustees, the Library Foundation, The Southern California Library Cooperative, the California Library Association, and the California State Library.
  • Attends meetings on Library and citywide issues relating to the Library; represents department to internal and external agencies and professional associations; establishes positive working relationships with representatives of community organizations, state / local agencies and associations, City management and staff, and the public.
  • Performs and participates in special projects as assigned.
  • Performs related duties as assigned.

Education

  • Possession of a Master's Degree in Library Science from an accredited program and university.
  • Experience

  • Any combination of education and experience that has provided the knowledge, skills, and abilities necessary for a Library Manager.
  • A typical way of obtaining the required qualifications is to possess the equivalent of three (3) years of increasingly responsible supervisory experience in a Library setting, including two (2) years in a supervisory capacity or an equivalent combination of education and experience which provides the required knowledge, skills and abilities, as well as two (2) years of Library experience in a municipal setting.
  • License / Certificate

  • Possession of, or ability to obtain, a valid class C California driver license.
  • Knowledge of

  • Principles and practices of public Library system administration.
  • Public Library policies, procedures, and standards of service.
  • Managing and directing public Library operations, programs, and services.
  • Current trends in Library services, programming, and technology.
  • Methods for evaluating public Library programs, policies, and operational requirements.
  • Processes for developing and administering budgets.
  • Supervisory principles, practices, and methods.
  • Customer service techniques, responding to and resolving complex issues and complaints involving Library related matters.
  • Library organization, services, and equipment including applicable information systems technology.
  • Information sources, bibliographies, reference materials, cataloging, and classification systems.
  • Collection development and maintenance.
  • Methods and procedures for developing and maintaining grant programs.
  • Current trends, standards, and emerging technologies in public libraries.

  • Perform professional Library work related to research, classification and cataloging of Library materials.
  • On a continuous basis, know and understand all aspects of the job; intermittently analyze work papers, reports and special projects; identify and interpret technical and numerical information; observe and problem solve operational and technical policy and procedures.
  • On a continuous basis, sit at desk for long periods of time; intermittently twist to reach equipment surrounding desk; intermittently push and pull carts; stand and sit continuously when on a public desk; perform simple grasping and fine manipulation; use telephone, and write or use a keyboard to communicate through written means; and lift or carry weight of 25 pounds or less.
  • Assess customer needs and provide accurate reference information through use of appropriate research techniques.
  • Perform a wide variety of technical and para-professional Library support services.
  • Deal effectively and tactfully with patrons and the public.
  • Work effectively with Library staff and volunteers; supervise, train and motivate.
  • Plan, organize, and coordinate a variety of program, services and grants.
  • Research, write, apply, implement and monitor grants.
  • Interpret and explain pertinent Library and City policies and procedures.
  • Use automated Library systems and modern office equipment, including personal computer programs for word processing, spreadsheet, database, and audio / visual display applications.
  • Communicate clearly and concisely, both orally and in writing.
  • Prepare a variety of reports and maintain accurate records and files.
  • Create marketing materials and presentations for the community.
  • Recognize problems or potential problems regarding Library services, programs and facility.
  • Develop policies and procedures.
  • Analyze complex issues, evaluate alternatives and implement sound solutions.
  • Oversee the selection of books and other materials.
  • Create and present public programs for children, teens and adults.
  • Work independently and as part of a team; follow written and oral directions; observe safety principles and work in a safe manner.
  • Attend evening meetings as required.
  • Work weekends and evening shifts as assigned.
  • Establish and maintain effective working relationships with community members, organizations, other departments, etc.

  • Operate an office computer and a variety of word processing and software applications, including a variety of specialized Library software.
  • Physical, Mental, and Environmental Working Conditions

    Position requires prolonged sitting, standing, walking, kneeling, squatting, and stooping in the performance of daily activities. The position also requires repetitive hand movement and fine coordination in preparing reports using a computer keyboard. Additionally, the position requires both near and far vision in reading written reports and work-related documents. Acute hearing is required when providing phone and personal service. Additionally, the incumbent in this position may be required to drive a City vehicle. The incumbent may use cleaning chemicals, which may expose the employee to fumes, dust, and air contaminants. The need to lift, drag and push files, paper, book carts, boxes of books, and donated materials, and documents weighing up to 25 pounds is also required.
