Overview
GovCIO is seeking a skilled Mainframe Application Developer to enhance and maintain mission-critical applications that support the DCSA background investigation process. This role is pivotal in providing architecture, development, and cybersecurity support for High Value Assets (HVAs) within the background investigation system. The position is primarily remote but requires occasional visits to customer sites in the Washington DC Metro area (DC / MD / VA).
Responsibilities
In this position, you will contribute to the Defense Counterintelligence Security Agency (DCSA) by supporting the Background Information Systems (BIS) and other investigation systems. You will engage in requirements gathering, analysis, development, testing, and operational support for essential applications. As a vital team member, you will collaborate on operational maintenance (O&M) and enhancement projects tied to application development and support.
Your specific responsibilities will include :
Collaborating with customers and stakeholders to define user requirements.
Utilizing Atlassian tools, such as JIRA, for tracking requirements.
Designing effective solutions that meet customer needs.
Coordinating support with fellow development team members.
Developing software using Natural and ADABAS.
Maintaining processes for file transfers via Connect Direct software.
Creating and managing JCL for batch processing.
Developing and overseeing queues and flows with IBM MQ.
Proactively identifying and addressing customer and project needs.
Qualifications
Bachelor's degree with 5+ years of relevant experience is required.
Required Skills and Experience
5+ years of experience in large-scale applications on mainframe platforms, focusing on both Batch and Online environments.
5+ years of experience collaborating with customers to define requirements.
Strong skills in requirements definition and solution design across multiple systems.
Demonstrated experience working with application development and management teams.
Proficient in O365 applications including Word and Excel.
Excellent written and verbal communication skills.
Must be a US Citizen capable of obtaining a TS Security Clearance.
Preferred Skills and Experience
Active Top-Secret level security clearance or higher.
Strong knowledge of IBM Connect : Direct for file transfers.
Proficient in Natural programming using ADABAS.
Experience developing in Software AG's NaturalONE Eclipse-based environment.
Familiarity with IBM MQ.
Experience with Confluence and Jira.
Knowledge of ServiceNow.
Experience with meeting hosting via MS Teams.

Posted Salary Range
USD $82,000.00 - USD $95,000.00 / Yr.
The posted pay range reflects the expected range for this position but may vary based on multiple individualized factors, including market location, job-related knowledge, skills, education, and experience. The total compensation package may include other compensation elements, discussed during the hiring process. If hired, employment will be at-will, and GovCIO reserves the right to modify salary and compensation programs at any time.
