Job description

The City of NY has set an ambitious goal of carbon neutrality by 2050, with intermediate goals for 2025 to 2030, and specifically targeting the electrification of Taxi & Limousine Commission- licensed trips by 2030. Given that transportation accounts for nearly 30% of the city's overall emissions, facilitating the adoption of low and zero emission vehicles (LEV / ZEV) is a key strategy that requires governmental support, especially since more than half of New Yorkers do not have access to private garages or driveways. DOT aims to more robustly work with other agencies and entities to grow and create one of the largest municipal EV charging networks in the country as highlighted in Electrifying New York : An Electric Vehicle Vision Plan for New York City.

Reporting to the Director of LEV and ZEV programs in the Regional & Strategic Planning / TPM Division, the candidate will ensure that Electric Vehicle (EV) charging seamlessly integrates with all our electric and clean-powered initiatives on and off the street. Their work be instrumental in the expansion of curbside EV charging, and they will also help promote the goal of widely available fast charging options for New York City residents and visitors. The Deputy Director will research national and global best practices, engage thought leaders, and develop effective strategies to manage and maintain NYC DOT's EV charging initiatives in such a manner that will maintain NYC as a leader in this emerging space to support city, state, and national goals for sustainability and fighting climate change. The unit is focused on setting up systems and programs to encourage EV adoption, including through charging in the right of way, while aligning with DOT goals to encourage walking, biking, transit, vibrant public space, accessibility for all street users, access to safe electric mobility for all, and shared mobility services.

Working with the Director, the Program Coordinator, and the Program support specialist, the Deputy Director will ensure effective site assessment, coordination and presentation to elected officials, stakeholders, and community members, regarding the chargers proposed in their district, coordination within DOT for site applicability; field review of sites; and coordination with utilities. With latitude for independent initiative and judgment, candidate must demonstrate ability to work collaboratively and inclusively with multidisciplinary internal and external stakeholders. The candidate will lead the preparation of standard analytical reports, presentations, and effectively communicate analyses and results as it relates to the status of the charging programs (on-street as well as in lots and garages), including overseeing operations, contract management, program evaluation, performance monitoring, and reporting.

With the assistance of the Deputy Director, the unit will also be involved in monitoring and managing current projects to install fast chargers at DOT lots and garages, supporting the installation of EV charging at private parking garages and lots by 2030, and potentially other additional approaches to ROW or off-street public charging. Although the primary focus of this position is on light duty automobiles, this position would also coordinate with the Freight Mobility Unit for the review of, and implementation of LEV / ZEV recommendations from FM's ongoing Smart Truck Electrification and Freight Decarbonization Feasibility Study and other initiatives identified in the agency's citywide freight strategy, Delivering New York : A Smart Truck Management Plan for NYC.

The Division of Transportation Planning and Management (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working and doing business in New York City. The Division's responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility and markings, ensuring the safety of motor vehicle occupants, pedestrians, and cyclists.

Preferred Skills

Knowledge of the technical aspects of transportation infrastructure and planning; the ability to think and act strategically : experience analyzing, interpreting, and communicating transportation performance issues; strong data analysis, report writing, and experience using MS Office Suite, ArcGIS, Adobe Suite. Knowledge of AutoCAD and traffic analysis software is a plus. A valid Driver's License is a plus. Knowledge or experience working with, or analyzing electrical equipment is a plus and overall demonstrable interest or experience in environmental sustainability is a plus.

Additional Information

This position is eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program agreed to between the City and DC37.

Minimum Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.

To be appointed to Assignment Level II and above, candidates must have :

1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or

2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or

3. Education and / or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

NOTE : Probationary Period

Appointments to this position are subject to a minimum probationary period of one year.

Preferred Skills
