Minimum Qualifications Preferred Qualifications : Eligible candidates will need to satisfy the minimum requirements for the position.
The preferred candidate will possess the following : Ability to work independently in the office and field, and be a self-starter;
Possess good oral and written communication skills; Organizational skills; Computer skills for performing searches of various databases, including GIS and aerial imagery, as well as skills for presenting findings - PowerPoint, Excel.
The successful candidate will need to navigate challenging terrain as site inspections are frequently conducted on unimproved lands and at unpaved facilities.
Duties Description The incumbent will function as the Regional Enforcement Coordinator (REC) for NYS DEC Region 1 and act as the liaison between the Office of General Counsel, Division of Law Enforcement, and technical programs, for investigating potential violations, developing enforcement referrals and tracking compliance.
The REC serves as a point of contact with other state agencies and local government for coordinating enforcement efforts and will supervise two support staff members.
The travel associated with this position is primarily for conducting site inspections within the region, which includes Suffolk and Nassau Counties.
The REC coordinates and conducts multimedia compliance inspections - Coordinates and participates in site inspections; assists with assembling inspection reports;
follows up with programs to ascertain the disposition of investigations, and where appropriate assists programs with drafting notices of violation and developing enforcement referrals.
The REC coordinates with other state agencies and local municipalities, where necessary to effectuate enforcement.
The REC reviews enforcement case referrals to ensure sufficiency for a successful prosecution - Responsibilities include identifying violations and relevant information regarding the respondent and site history, any past compliances issues, and supporting documentation, including photographic evidence, staff narratives and site inspection notes.
The REC works with Department attorneys as a liaison on matters referred to the Office of the Attorney General Responsibilities include tracking status and obtaining updates on affirmative and defensive cases, as well providing as needed support necessary to advance the Department’s position.
The REC ensures compliance with Department Orders and Stipulations - Responsibilities include tracking of compliance milestones to ensure compliance is achieved, which may include conducting compliance inspections.
The REC reviews Record of Compliance (ROC) documentation - A record of compliance review is a background check for an applicant seeking permit authority.
The policy serves to to ensure that persons who are unsuitable to carry out responsibilities under Department permits, certificates, licenses or grants, are not authorized to do so.
The REC investigates complaints identified by the Regional Attorney / Regional Director and ensures proper follow up and actions are undertaken, which may include conducting site inspections.
