We're seeking a leader to help shape the future of state-funded PreK and ECLIPSE in Washington. Join a team committed to centering children and families in every decision. Champion innovation, equity, and continuous improvement in early childhood education, while ensuring alignment with policy, funding, and community needs. This position has primary responsibility for administration and implementation of Early Childhood Education and Assistance Program (ECEAP) and Early Childhood Intervention Prevention Services (ECLIPSE) and sets DCYF's vision related to high quality comprehensive services for children 3-5. The ECEAP Senior Administrator supports the department's efforts to develop an integrated system of supports for children and families that ensures 80% of five year-olds are ready for kindergarten and that race and income are eliminated as predictors of their success.

- Facilitate visionary leadership for ECEAP and ECLIPSE including strategic planning and implementation processes.
- Develop a cohesive, collaborative and conducive working environment for the ECEAP team centered on diversity, equity and inclusion.
- Communicate, collaborate and engage in complex problem solving with Contractors.
- Partner with an array of individuals and entities on projects affecting state-funded preschool.
- Provide administrative oversight of the ECEAP and ECLIPSE teams.
- Develop, oversee and approve ECEAP and ECLIPSE budget.
- Provide policy and legislative leadership for ECEAP and ECLIPSE.
- Consult in areas of expertise to DCYF leadership, government officials, other agencies and stakeholders.
- Communicate ECEAP and ECLIPSE accomplishments, updates, needs, questions, and issues to agency executive leadership.
- Participate as an active leadership team member of the Early Learning division to support continued integration of DCYF programs and services.
- Represent DCYF in state and national early learning initiatives related to preschool.
Required Qualifications :
Equivalent education and experience totaling eleven (11) years of professional and managerial leadership experience with comprehensive prekindergarten programs or related publicly funded early learning programs and at least four (4) years of supervisory experience. Bachelor's Degree or higher in public administration, education, early childhood or related field.OR Bachelor's degree (or higher) in public administration, education, early childhood or related field. AND Seven (7) or more years of professional and managerial leadership experience with comprehensive prekindergarten programs or related publicly funded early learning programs and at least four (4) years of supervisory experience.AND Commitment to equity, inclusion, and respectful workplace principles.In addition to those required qualifications, our ideal applicant will also have some or all of the following :
Master's degree in public administration, Early Childhood Education, Education Administration or another related field.Understanding of racial equity, the importance of lived experience, and a commitment to participate in DCYF's and ECEAP's efforts to advance racial equity in our policies, processes and practices.Experience administering comprehensive preschool programs in Washington State and / or in another state in the US.Knowledge of and experience with contracting and contract monitoring in Washington State.Knowledge of and experience with Washington State legislative processes.Knowledge of ECEAP-related policies, rules, and program standards.Knowledge of and experience in the Washington State early learning system.Ability to work collaboratively in a political environment with a broad spectrum of stakeholders and partners.Ability to negotiate and execute contracts with vendors for consultation and other services to support program planning, training and strategy.How do I apply?
