Job description

IT Applications Developer / Senior - COBOL (Evergreen) (Open)

The Nebraska Department of Health and Human Services is seeking experienced IT Applications Developer / Seniors with strong COBOL and mainframe expertise to help maintain and enhance the N-FOCUS applicationone of the state's most critical systems supporting health and human services programs. In this role, you'll design, develop, and deploy reliable, high-performance solutions, troubleshoot complex issues, and ensure system stability for programs that serve thousands of Nebraskans every day. This is listed statewide, as we may consider placement in other DHHS office locations across Nebraska for the right candidate; however, the Nebraska State Office Building in Lincoln is highly preferred. The Nebraska Department of Health and Human Services does not sponsor or transfer non-immigrant work visas for these positions.

Examples of Work

  • Design, develop, and deploy solutions to support DHHS N-FOCUS applications.
  • Maintain the performance, scalability, and security of all DHHS applications.
  • Troubleshoot and resolve complex production issues under tight timeframes, occasionally support after-hours production incidents.
  • Conduct testing to ensure high-quality deliverables.
  • Collaborate with cross-functional teams to refine business requirements into technical solutions.
  • Document technical solutions, application architecture, and development processes.
  • Lead small-to-medium projects or components of larger projects, providing clear project plans, timelines, and status reports.
  • Provide technical guidance and mentorship to junior developers and peers.
  • Must have strong technical, organization and planning, problem-solving, and decision-making skills.
  • Must be able to communicate effectively across multiple platforms and handle issues in a professional manner.
  • Responsible for working with business analysts to analyze and design enhancements and modifications for DHHS solutions

Requirements / Qualifications

Minimum Qualifications : A bachelor's degree or equivalent in computer science, information systems, mathematics, engineering or other related field and two years of experience, education, or training in coding computer applications; programming experience can be substituted for education on a year for year basis.

Preferred Qualifications :

  • At least 5 or more years of experience with COBOL, DB2, SQL in an IBM z / OS mainframe environment with the ability to perform development and enhancements for a large complex computer system.
  • At least 2 years' experience as an applications developer working on a Department of Health and Human Services eligibility and claims processing systems application (e.g., Medicaid, Medicare, or Health Insurance is highly desirable).
  • Experience working as part of a large (40+) software development team using structured procedures and guidelines.
  • Experience with JIRA, Service Portal Ticket system, and Workfront.
