Performs supervisory / managerial work in planning, organizing, directing and coordinating the activities of a professional staff engaged in the depositing of all statewide monies received for services rendered by the Secretary of State's Office; responsible for the electronic fund transfers for nationwide service agencies who purchase Illinois statistical information in accordance with the Illinois Compiled Statutes; plans organizes, directs and coordinates the activities of a large statewide program consisting of the operations of the Deposit Listing Unit, Facility Deposit Unit and E-Payment Unit.
Duties and Responsibilities :
- Plans, organizes, directs and evaluates the activities of the Deposit Listing Unit, Facility Deposit Unit, and E-Payment Unit, which are responsible for preparing and balancing fees for deposit to the State Treasury, electronic fund transfer for all DMV facilities as well as for nationwide service agencies who purchase Illinois statistical information, and the resolution of disputes and discrepancies with the electronic payment program; provides technical information and assistance in accordance with the Illinois Compiles Statutes.
- Resolves problems or errors within or affecting division operations; insures established policies and procedures for the division are adhered to and an accurate audit trail for cash receipts and daily deposits, which may require contact with all areas of the Office of the Secretary of State, State Treasurer's Office, Comptroller's Office, and the banks which maintain clearing accounts, remitters and the general public.
- Establishes and implements policy and / or procedures for the division regarding issuance of cash receipts, handling of excess fees, verification monies to be acceptable and / or negotiable documents and vacation schedules for the division employees to ensure current workflow is met in accordance with the Illinois Compiles Statutes.
- Prepares reports and makes recommendations to the Deputy Director and / or Director and administrative staff for the effective and legal operations of the division; attends scheduled staff meetings.
- Maintains time and attendance records; authorizes needed overtime with the approval of the Director; assists internal and external auditors upon request.
- Performs other duties as required or assigned.
Education and Experience :
Requires knowledge, skill and mental development equivalent to the completion of four years college, preferably with courses in business or public administration and two years of managerial experience in a public or business organization.
Knowledge, Skills and Abilities :
Requires thorough knowledge of the principles and practices of public and business administration.Requires extensive knowledge of functions and organization of State government.Requires working knowledge of the principles of business accounting, program budgeting, personnel management and statistics.Requires elementary knowledge of data processing business applications.Requires ability to develop and manage a statewide program.Requires ability to analyze administrative problems and adopt an effective course of action.Requires ability to develop, install and evaluate new and revised methods, procedures and performance standards.Requires ability to exercise judgment and discretion in implementing and interpreting departmental policies and procedures.Requires ability to estimate and budget for future needs and cost for personnel, space, equipment, supplies and services.Requires ability to develop and maintain cooperative managerial working relationships.Requires the ability to lift and carry 0-10 lbs.Requires willingness to travel and possession of a valid Illinois driver's license as required by individual positions within the class.Application Process :
