Job Summary
Under general direction of the Assistant Director and the Director of Development Services, plans, organizes, directs and manages the activities of the Road Maintenance Division of the Department including road maintenance, traffic control sign maintenance and striping, tree and brush removal and bridge and guardrail maintenance; to coordinate the Road Maintenance Division activities with other divisions and departments; and to provide highly complex staff assistance to the Assistant Director and Director.

Minimum Qualifications
Knowledge of : Principles and practices of civil engineering, road construction, maintenance and repair. Principles and practices of leadership, motivation, team building and conflict resolution. Pertinent local, State and Federal rules, regulations, laws and codes. Modern office procedures, methods and computer equipment. Principles and practices of policy development. Principles and practices of organizational analysis and management. Budgeting procedures and techniques. Principles and practices of supervision, training and personnel management.
Ability to : Organize and direct Road Maintenance Division operations. Work unusual and prolonged work schedules during emergencies, seasonally caused circumstances, or special projects in varying climatic and temperature conditions. On a continuous basis, analyze budget and technical reports, interpret and evaluate staff reports; observe performance and evaluate staff; problem solve Department related issues; apply various personnel rules and explain and interpret policy. Perform the most complex work of the division. Analyze problems; identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals. Gain cooperation through discussion and persuasion. Interpret and apply County and Department policies, procedures, rules and regulations. Prepare and administer a budget. Supervise, train and evaluate personnel. Establish and maintain effective working relationships with those contacted in the course of work. Work with various cultural and ethnic groups in a tactful and effective manner. Use personal computer, related hardware and software applications in performance of duties. Communicate effectively, both orally and in writing.
Education and Experience : Any combination of education and experience which would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be : Bachelor's degree in business, public administration, organizational management, civil engineering or a related field and three years of related experience with at least one year of supervisory experience; OR Associate's degree in a related field and five years of related experience with at least one year of supervisory experience. All candidates must have satisfactorily completed, or complete within the probationary period, at least three total college courses in Management, English Composition, Math or related areas.
Special Requirements
Essential duties require the following physical skills and work requirements : Requires the ability to maintain mental capacity which allows the capability of exercising sound judgment and rational thinking under varied circumstances; the ability to exert a small amount of physical effort in sedentary to light work involving moving from one area of the office to another and sit at a desk and in meetings for long periods of time. Intermittently twist to reach equipment surrounding desk; perform simple grasping and fine manipulation; use telephone and communicate through written means. Intermittently stand, walk, climb and bend while performing work in the field. Ability to work around heavy equipment, electrical currents and / or hazardous materials in a safe manner; may be subject to uncomfortable working conditions including exposure to dust, noise, heat, cold or humidity. Ability to hear, see and communicate orally; requires sufficient hand / eye coordination to perform semi-skilled repetitive movements, such as using a computer, typing, data entry or use of other office equipment or supplies; effectively deal with personal danger in the field. The ability to operate a motor vehicle; involves VDT exposure.
License or Certificate : May require the possession and maintenance of a valid California Driver's license.
Disaster Service Workers : All Sutter County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to perform certain emergency services at the direction of the department and / or County.
