Job description

Vice President, Human Resources, Labor and Employee Relations

Reporting to the Senior Vice President of Human Resources, the Vice President, Human Resources, Labor and Employee Relations will supervise the staff of the Labor Relations and Employee Relations Units; review and assess work product; coordinate and oversee special projects; and serve as key advisor on labor relations policy, personnel and labor relations programs, and various labor-management matters with regular and recurring participation in agency policy committees and meetings. The Vice President, Human Resources, Labor and Employee Relations will serve as an agency negotiator in collective bargaining negotiations and spokesperson in labor-management meetings and other forums. When required, Vice President, Human Resources, Labor and Employee Relations acts for the Senior Vice President of Human Resources and represents the Senior Vice President and / or NYCHA at meetings with representatives of other City agencies and outside organizations.

Responsibilities : Duties and responsibilities will include, but are not limited to the following :

  • Labor Relations
  • Direct and oversee the performance of research and analysis of both union and management proposals.
  • Prepare recommendations and position reports.
  • Participate in the collective bargaining process as spokesperson, strategic counsel, policy advisor, chief researcher and labor costing advisor for negotiations and impasse proceedings.
  • Implement the items arrived at through the process.
  • Prepare or assist in preparations for grievance arbitration, improper practice petition hearings and other such proceedings.
  • Promote sound contract administration and harmonious labor-management relations.
  • Conduct professional research on complex issues in support of collective bargaining negotiations with multiple labor unions, including quantitative and qualitative analysis of management and union proposals and the preparation of comprehensive reports and recommendations.
  • Provide direct assistance in the identification and review of management options; the construction of management action plans and policy formulation.
  • Administer contracts and grievances, including implementation of labor agreements; contract interpretation; formal and informal dispute resolution at various stages or levels.
  • Administer welfare, annuity and training fund agreements.
  • Coordinate skilled trades job picks.
  • Employee Relations
  • Promote sound and harmonious working relations between superiors and subordinates and between co-workers.
  • Advise on means to optimize working conditions and steps conducive to disturbance-free work.
  • Provide guidance on Civil Service Law and rules and regulations pertaining to fitness for duty and disciplinary due process rights.
  • Recommend best approaches to progressive discipline.
  • Evaluate all requests for terminations, demotions and suspensions.
  • Monitor employee pre- and post-General Trial suspensions.
  • Direct management coaching and mediation practices and advise on employee performance and disciplinary matters.
  • Oversee probation evaluation process.

NOTE : Preferred candidates will be those already serving permanently in the civil service title of Administrative Staff Analyst, or those whose list number is reachable on the open competitive list 9058.

NOTE : IF THIS APPOINTMENT IS MADE ON A PROVISIONAL BASIS PURSUANT TO 65 OF THE NYS CIVIL SERVICE LAW, NO TENURE OR PERMANENCE ACCRUES TO AN INCUMBENT IN THIS POSITION BY VIRTUE OF SUCH APPOINTMENT.

ADMINISTRATIVE STAFF ANALYST - 10026 Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and two years of satisfactory full-time professional experience in one or a combination of the following : working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning / administration, labor market research, economic planning, social services program planning / evaluation, or fiscal management. Eighteen (18) months of this experience must have been in an executive, managerial, administrative, or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above.

2. A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in "1" above.

3. An associate degree or completion of 60 semester credits from an accredited college and six years of satisfactory full-time professional experience as described in "1" above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in "1" above.

4. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and eight years of satisfactory full-time professional experience as described in "1" above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in "1" above.

5. A combination of education and / or experience equivalent to "1", "2", "3", or "4" above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least two years of experience as described in "1" above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in "1" above.
