Job description

THE POSITION

As part of the Department of General Service's Bureau of Real Estate team, this position leads a team of Lease Contract Specialists, applying strong leadership and lean management techniques to oversee a portfolio of 500+ leased locations and provide the Pennsylvania Liquor Control Board (PLCB) with space that supports their operations. DESCRIPTION OF WORK

As a Lease Contract Specialist 3, you will be responsible for strategically managing the lease portfolio for the Pennsylvania Liquor Control Board (PLCB) by establishing strategy with subordinates for negotiating lease terms, considering the historical nature of the location, strength of the store, and history of the Lessor. Work involves directing and managing the development of statewide leases of retail, office, commercial, parking, and warehouse space required for the PLCB to conduct retail operations. This position manages and supervises the professional staff, resolves tenant conflicts, lease violations, and various other leasing actions for the Commonwealth.

Additional duties to include but not limited to :

  • Ensuring that processes are frequently reviewed for improvement opportunities
  • Analyzing and recommending policies applicable to the real estate program and being familiar with policies affecting the PLCB
  • Reviewing requests from PLCB for leased space to ascertain appropriateness of request
  • Directing and assigning Leasing Coordinators to complete site visits to evaluate the proposed sites and complete an evaluation checklist, participating in site visits as needed
  • Attending meetings, trainings, and conferences for continued education and growth

Work Schedule and Additional Information :

  • Full-time employment
  • Work hours are 8 : 00 AM to 4 : 00 PM, Monday - Friday, with 30-minute lunch.
  • Telework : You may have the opportunity to work from home (telework) part-time, two days a week in-office at management's discretion. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.
  • Candidate must also be able to travel to headquarters location and conduct site visits as required to perform essential job functions.

  • REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

    QUALIFICATIONS

    Minimum Experience and Training Requirements :

  • One year of experience as a Lease Contract Specialist 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Two years of professional experience performing lease contract or property management work; and a bachelor's degree; or
  • An equivalent combination of experience and training.
  • Special Requirement :

  • All positions require the possession and maintenance of an active Pennsylvania non-commercial Class C driver's license or equivalent.
  • Additional Requirements :

  • You must have knowledge of real estate lease contract principles and best practices.
  • You must have experience with real estate lease administration.
  • You must have experience with property management.
  • You must be able to perform essential job functions.
