Description

The City of Richmond's Department of Parks, Recreation, and Community Facilities is seeking a qualified Program and Operations Manager to manage the City's cemeteries system. The incumbent is responsible for the planning and administration of the cemetery budget; ensuring that interments comply with applicable laws and regulations; conducting analyses of burial funds; and monitoring legislative activity affecting cemeteries. Work may include directing and supervising an assigned section of solid waste services; resolving escalated customer complaints; and reviewing and analyzing field operating performance and implementing improvements. Incumbent supervises paraprofessional and support staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline, and termination procedures.

Duties include but are not limited to

  • Monitors activities at cemetery locations to ensure safe and efficient performance of services.
  • Physically and visually inspects cemeteries to ensure maintenance standards are being adhered to.
  • Advises managers regarding maintenance, burial, and personnel issues utilizing best practices and experience.
  • Approves purchases of products and services. Submits revenue reports and payroll documents.
  • Performs budgeting and forecasting activities; manages procurement requests. Implements and oversees major initiatives and programs.
  • Addresses and resolves escalated complaints or problems.
  • Other leadership duties as assigned.
  • Qualifications, Special Certifications And Licenses

    MINIMUM TRAINING AND EXPERIENCE :

  • Associate's degree in a related field
  • Five years of experience in cemeteries management including experience in supervision
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
  • LICENSING, CERTIFICATIONS, And / or OTHER SPECIAL REQUIREMENTS

    PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT : Due to the nature of work assignments, incumbents must be able to perform detailed work on multiple, concurrent tasks, with frequent interruptions and under time constraint. The essential duties of this classification may require the ability to regularly talk, hear, see, and perform repetitive motions; frequently finger; and occasionally climb, balance, stoop, kneel, crouch, reach, stand, walk, list, grasp, and feel. The working conditions may include environmental hazards. In terms of the physical strength to perform the essential duties, this classification is considered to be light work, exerting up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects.
