Public Works Manager

Under the direction of the Director of Public Works, manages, supervises and coordinates the activities and functions of the Public Works operation units responsible for maintaining and repairing the City's water, wastewater, drainage, and roadway systems, electronic intersection signal devices, signs, markings and other infrastructure and activities as assigned; coordinates assigned activities with other divisions, departments, contractors, developers and outside agencies; manages expenditures from the General fund, Water / Sewer fund, Storm Water fund and the Street Improvement Economic Development Committee (SIEDC) fund; and, provides highly responsible and complex administrative and technical support to the Director of Public Works.

Essential duties and responsibilities include the following :

• Plans, prioritizes, assigns, supervises, reviews, and participates in the work of staff responsible for the repair and maintenance activities for the City's utility, drainage, streets and sidewalk infrastructure. Establishes schedules and methods for conducting projects and activities; identifies resource needs; reviews needs with other appropriate management staff; and allocates resources accordingly.
• Ensures the proper and efficient maintenance of all electronic intersection signal devices and that all City owned signage within the City's boundaries is in compliance with all MUTCD rules and regulations and are maintained in an effective manner.
• Ensures that all work-zone activities throughout the Public Works Department are conducted within the spirit and specifications of the City's Safety Procedures & Practices Manual by conducting training and by making personal inspections of work-sites when needed.
• Assists in budget development and the managing of expenditure of funds.
• Identifies maintenance needs, develops costs for individual projects, monitors work in progress, inspects projects upon completion, and assists work crews with difficult tasks.
• Oversee traffic movement studies to assist in the performance of warrant studies to determine traffic safety signage and signal needs.
• Plans, coordinates, and reviews the work plan for all assigned projects; works with managers / supervisors to assign work activities, projects and programs; reviews and evaluates work products, methods and procedures; meets with subordinate employees to identify and resolve problems.
• Selects, trains, motivates and evaluates personnel; meets with workers to correct deficiencies; implements corrective action and termination procedures. Directly supervises employees in the Water, Wastewater, Storm Water and the Street divisions.
• Inspect infrastructure conditions, perform data analysis and prepare reports and recommendations to officials responsible for effective construction and maintenance. Manages the maintenance and repair of the sewer and water systems, streets and drainage infrastructure, high-pressure service pumps, water well sites, water storage tanks, well pumps and controls, and traffic signage and school warning signals. Responsible for street conditions assessments using various computer software programs, and for recommending long-term maintenance strategies for the City's network of streets.
• Assists with asset management of utility systems, performing utility inspection, data collection, data analysis, and preparing reports, including the updating of asset management software, Supervisory Control and Data Acquisition (SCADA), and the City's Geographical Information System (GIS).
• Prepares budget estimates and monitors budget expenditures for the Utilities funds, the General fund and SIEDC fund; participates in the development and administration of the division's annual budget; participates in the forecast of funds needed for staffing, equipment, materials and supplies; monitors expenditures; and, assists with planning methods and sequence of operations to facilitate additions, deletions and modifications to the infrastructure.
• Plans, coordinates, and reviews the work plan for all assigned projects; works with managers / supervisors to assign work activities, projects and programs; reviews and evaluates work products, methods and procedures; meets with subordinate employees to identify and resolve problems. Responds to citizen questions, complaints and requests for service concerning utility, drainage, and street infrastructure; meet with members of the community to assess issues and problems; identifies and recommends solutions; transmits information to members of the public to demonstrate resolution of problems. Manage supervisory personnel's response to customer service requests through the work order system. Verifies that all requests are being handled in a timely manner.
• Manages the operational aspects of Public Works planning and implementation of Emergency Management and Hazard Mitigation responsibilities.
• May perform special assignments, handle special projects, and perform other duties as assigned as required.
• Regular and timely attendance is required as well as the ability to get along with others in a professional and cordial manner.

Supervisory responsibilities include :

Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Directly supervises employees in the Water, Wastewater, Storm Water and the Street divisions.

Qualifications :

Education and / or experience : Bachelor's degree in Civil Engineering, Business Administration, Public Administration, or similar field; plus, five (5) years of increasingly responsible experience in public works maintenance, construction and repair activities, including three (3) years of supervisory experience; or combination of education and experience. Must have a valid Texas driver's license and an acceptable driving record.

Language skills : Ability to read, analyze, and interpret complex documents. Ability to respond effectively to the most sensitive inquiries or complaints. Ability to write speeches and articles using original or innovative techniques or style. Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups, and / or boards of directors.

Mathematical skills : Ability to apply advanced mathematical concepts.

Reasoning ability : Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Must have advanced knowledge of Microsoft Office, mobile devices, street, utility, and drainage operations. Knowledge of major types of construction, materials and methods is required. Must possess functional knowledge of ESRI ARCgis, municipal codes, ordinances, and purchasing. Demonstrated ability to manage complex programs.

Physical demands :

While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to sit. The employee is required to stand; walk; use hands to finger, handle, or feel; and reach with hands and arms. The employee must occasionally lift and / or move up to 25 pounds. Specific vision abilities required by this job include close vision, and distance vision.

Work environment :

While performing the duties of this job, the employee is occasionally exposed to moving mechanical parts and outside weather conditions. The noise level in the work environment is usually moderate.
