We are seeking an IT Contracting Officer to join our team. This role will involve managing complex IT procurements, negotiating contracts, ensuring compliance, and supporting vendor performance monitoring. The ideal candidate will have experience in IT procurement, public-sector contracting, contract negotiation, vendor management, and compliance with a strong passion for IT governance and procurement excellence .

Duration : 1-year contract with possible extension Job Description :

We are seeking a highly skilled IT Contracting Officer to support centralized IT contract management, procurement operations, performance monitoring, and compliance with state standards. This role ensures alignment with the State of Iowa's IT policies, procurement statutes, and strategic objectives.

Key Responsibilities :

• Lead and manage full lifecycle IT procurement activities including RFPs, RFIs, RFQs, and sole-source justifications.
• Draft, review, and negotiate IT contracts such as SaaS, IaaS, software licensing, cloud solutions, hardware, and professional services.
• Collaborate with legal, cybersecurity, enterprise architecture, and business teams to ensure contract compliance with technical and operational requirements.
• Maintain adherence to State of Iowa procurement statutes, rules, and processes.
• Manage procurement documentation, contract records, and workflows within state systems.
• Provide training and guidance to internal teams on best practices in IT procurement and contract management.
• Monitor vendor performance, support compliance activities, and assist with dispute resolution.
• Stay current with emerging technologies, IT procurement trends, and regulatory updates.
