Job Title
This position performs highly skilled technical and responsible administrative work in a wide variety of complex functions in support of the efficient operations of the assigned department; does related work as required. Work is performed independently under the direction of a department director or senior level management. Supervision may be exercised over operations support staff.
The work is light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects. The work requires mental acuity including the ability to make rational decisions through sound logic and deductive processes. Additionally, the following physical abilities are required :
- Hearing : Required to perceive information at normal spoken word levels.
- Manual Dexterity : Picking, pinching, or otherwise working, primarily with fingers rather than with the whole hand as in handling.
- Repetitive Motion : Substantial movements (motions) of the wrist, hands, and / or fingers.
- Vocal Communication : Required for expressing or exchanging ideas by means of the spoken word.
- Visual Acuity : Required for preparing and analyzing written or computer data, determining the accuracy and thoroughness of work, and observing general surroundings and activities.
The worker is not subject to adverse environmental conditions.
Work will be specialized according to the assigned department. The following essential job functions are representative of the type of tasks that may be performed on a daily basis :
Manages and maintains all aspects of office operations of the assigned department.Serves as department liaison with employees, citizens, businesses, local organizations, and agencies.Coordinates requests for information and complaint resolution with various departments, prepares response, follows up to ensure resolution.Maintains complex records and files requiring independent judgement and a high degree of discretion.Applies judgment to investigate problems to track down root causes and provide resolutions; escalates customer and technical issues as required.Prepares, reviews, and edits a wide variety of technical and professional documents, records, reports, and presentations.Prepares departmental policies and procedures and assists with their implementation.Coordinates project management activities, including scheduling, budget tracking, and resource allocation.Coordinates the development and implementation of training programs for departmental staff.Develops and maintains databases and spreadsheets to track and analyze data.Analyzes operational data and participates in performance monitoring; recommends solutions for improvement.Assists with budgetary and procurement functions.Maintains and prepares payroll records.Performs related tasks as required.Since every duty associated with this position may not be described herein, employees may be required to perform duties not specifically spelled out in the job description, but which may be reasonably considered to be incidental in the performing of their duties.

Education and experience : A high school diploma or equivalent and five years of increasingly responsible administrative and analytical experience. A college degree in business or a related field may substitute for three years of experience. Experience in project management is preferred.
