Salary Range : $89,200 - $110,100

Mecklenburg County's Office of Management and Budget is seeking a detail-driven, forward-thinking Sr. Management and Budget Analyst to support data-driven decision making, enhance fiscal accountability and help guide budgeting decisions that strengthen programs and services for our residents. In this role you will gain in-depth knowledge of all aspects of County government and support a portfolio of County departments in the development and implementation of their budget. Utilizing and building on your skills in Excel, Power BI, and other analysis tools, you will provide recommendations and analysis to help County leadership make critical decisions that move our community forward.
POSITION SUMMARY
The Sr. Management and Budget Analyst is responsible for completing complex budget, policy, and program analysis and serves as a project manager for cross-functional research projects with internal and external stakeholders. Senior Analysts present complex budget and finance information to County leadership which clearly convey key takeaways, recommendations, and facilitates informed discussion and decision making. The position also provides on-the-job training, guidance, and support to other team members.
ESSENTIAL FUNCTIONS
- Conduct non-routine, complex data analysis and research on budget, performance, and policy issues, as well as proposing recommendations
- Analyze and review complex budget requests and make recommendations to the County Manager or designee on the validity of the request and proposed alternatives using logic and data
- Perform complex budgetary, financial, and operational analyses with limited technical guidance, while considering far reaching impacts throughout the County
- Monitors actual expenditures and revenues compared with budgets through the fiscal year, including year-end projections for assigned areas
- Analyze data sets to identify trends and calculate scenarios
- Prepare data visuals to help decision makers understand key issues
- Prepare and is responsible for highly visible written communications and presentations to others that effectively, concisely, and accurately describe budgetary issues, problems, analyses, solutions, conclusions, and recommendations
- Information must be presented in a way that facilities decision making and considers all interconnected issues
- Research, gather, and assemble disparate information from a variety of sources into usable formats with limited technical guidance
- Collect and review holistic, historical data to develop short and long-range expenditure and revenue forecasts
- Review data to analyze trends affecting financial, programmatic, and personnel needs, and may review the analytical work of others to ensure accuracy and quality.
- Synthesize large data sets and determines high-level key messages and gaps
- Use significant professional judgement to present findings effectively to management
- Collaborate with departments on budget request development and submission. Supports all business case development
- Assist departments in improvement efforts by providing analytical support in the areas of finance, processes, and communications
- Foster initiatives that involve changing current business practices
- Offer critical feedback to ensure viability of proposed initiatives
- Provide advice and technical assistance
- Assist the County Manager's Office, Board of County Commissioners, and other departments with special projects which may include procurement review, public relations, special studies, and developing customized and high-quality solutions to specific problems
- May manage other team members and / or projects
MINIMUM QUALIFICATIONS
Experience : Minimum of four years of experience in financial, budgeting, management, or policy analysis.
Education : Master's Degree in Public Administration, Business Administration, or a related field

LICENSES AND CERTIFICATIONS
May require a valid North Carolina or South Carolina Driver's License
PREFERRED QUALIFICATIONS Certified Budget Officer certification issued by the North Carolina Local Government Budget Association (NCLGBA) preferred, or a similar certification from another state.
