Job description

Job Summary

The Child and Family Services Agency (CFSA) is a cabinet-level agency within the District of Columbia government, committed to the safety, permanence, and well-being of children and families residing in the District of Columbia. Charged with protecting child victims and those at risk of abuse and neglect, CFSA fosters collaborations within its administrations to deliver exceptional family-focused services to the community and its residents.

This position is located in the Child Information System Administration (CISA), Office of the Deputy Director for Administration (ODDA), Child and Family Services Agency (CFSA). The purpose of the position is to provide mastery level integration services, engineering and operational assistance towards planning, building, and maintaining enterprise grade software applications, infrastructure, and technology services for internal staff, external partners, and community members. The incumbent will use expertise in the support of solution design, development, implementation, and maintenance.

Duties and Responsibilities

  • Design, develop, and maintain robust C#, Azure Function.NET-based APIs and integration services to automate secure, scalable, and efficient data exchanges across internal and external systems.
  • Lead interface architecture and lifecycle management, ensuring alignment with enterprise standards, optimizing performance, and troubleshooting complex integration issues across Microsoft-based platforms.
  • Manages IT applications and services to include technology infrastructure powering backend and customer facing products and interfaces with external entities by leveraging industry best practices service design and delivery model.
  • Maintains an always-on operational data exchange infrastructure including effective monitoring, exception reporting, issue / incident resolution, notification / escalation, risk mitigation to reduce downtime, and improve customer experience.
  • Implements data exchange processes with considerations to best technology solutions within the security framework governing data security and privacy.
  • Establishes and manages solution design, development, and delivery mechanisms to promote business efficiency including but not limited to payment processing, Medicaid processing, federal reporting, and other business processes or workflows
  • Practices lean principles and continuous improvement for managing product / services portfolio, reduces redundant data entry and errors, prevents work-in-progress backlogs; and participates in cross-functional value stream mapping analysis to promote service excellence.
  • Works closely with IT and program administration staff, contractors, and the Office of Chief Technology Officer to ensure optimum middleware usage and service delivery to successful completion, on schedule, under budget, and approved scope.
  • Work closely with Office of Chief Financial Officer (OCFO) to process payments
  • Develops detailed design documents and provides technical details related to integration between CFSA system(s) and outside entities.
  • Develops documentation required for contracts, memorandum of agreement (MOA) or memorandum of understandings (MOU) detailing data exchange processes, field definitions, methodologies, exception handling, and other details to ensure successful integration with private entities or other District agencies.
  • Performs other related duties as assigned.

Education / Experience

  • Bachelor's or Master's degree in Computer Science, Software Engineering, or a related field, with a strong foundation in object-oriented programming and enterprise application architecture.
  • 8+ years of hands-on experience in .NET and C# development, including designing and implementing APIs, web services, and automated data exchange solutions across Microsoft platforms.
  • Proven track record of leading interface development projects, integrating complex systems using Azure services, RESTful APIs, and secure data protocols in enterprise environments, including SOAP, JSON, XML is highly preferred. .
  • Licenses and Certifications

    Scrum Master Certification gained from Project Management Institute or Scrum Alliance is highly preferred.

    Supervisory and Managerial Authority

    Under general administrative direction, the supervisor outlines the assignments by broadly defined missions, objectives, priorities, and general timelines. The incumbent independently plans and implements the assignment, determines the most appropriate principles, practices, and methods to apply in all phases of the assignment; and, based on knowledge of the overall functions and projects, sets priorities and deadlines, and implements accordingly. The incumbent keeps the supervisor informed of progress; discusses policy issues and potentially controversial issues and makes recommendations. Completed work is reviewed for soundness of overall approach, effectiveness in meeting requirements, and producing expected results.

    Work Environment : The work is sedentary. The work is performed in office settings. The work environment involves everyday risks or discomforts that require normal safety precautions. Some employees may occasionally be exposed to uncomfortable conditions in such places as research and production facilities

    Tour of Duty : Monday Friday, 8 : 15am- 4 : 45pm

    Pay, Plan, Series & Grade : CS-2210-14

    Position Designation : This position is deemed as security sensitive and emergency per DPM Chapters 4 (Suitability) and 12 (Essential and Emergency). The candidate / incumbent is subject to criminal background check, traffic records check, and consumer credit check (as applicable), reasonable suspicion drug and alcohol test, and post-accident or incident drug and alcohol test.

    Residency Preference : Applicants claiming "Residency Preference will be required to maintain residency in the District of Columbia for a minimum of (7) years. Failure to do so may result in forfeiture of employment.
