JOB SUMMARY : Under the supervision of the Clinical Director, the Outpatient Program Manager is responsible for the effective delivery of all Outpatient Adult, Youth, and Family services. Responsible for administrative co-supervision of mental health services in conjunction with mental health services Clinical Supervisor. Responsible for the effective planning, development, operation and delivery of Center Point DAAC's Outpatient Treatment services.
DUTIES :
Planning & Development :
- Provides planning, organization, direction and supervision of new program development and assists the leadership team in the generation of new funding sources for the Outpatient programs.
- Monitors the accuracy of all reporting and control systems to assure that they are utilized in a manner which contributes to the efficient operation of the Outpatient programs.
- Meets all program goals and objectives, developing recommendations for achieving goals and maximizing resources.
- Provides consultation with Program Managers and Coordinators regarding unit generation.
- Assist leadership team in the planning and development of Outpatient Services marketing and promotional strategies.
- Recruits, disciplines, evaluates, and provides direct supervision for the Outpatient program staff.
- Acts in accordance with the agency’s policies and procedures.
- Ensure that appropriate clinical monitoring is provided to Outpatient program staff.
- Oversee staff trainings with the assistance of the vice President and compliance.
- Ensures the safety and security of the clients, staff, equipment and property.
Management information & Reporting :
Generates and provides regular verbal and written reports to the Clinical Director to demonstrate compliance with program objectives and contractual obligations.Coordination of Utilization Review Committee meetings for regular review of all Outpatient programs client files.Work closely with the Clinical Director to ensure quality program services and contractual compliance.Ensuring the accurate chain of custody procedures are implemented and maintain client confidentiality.Supervision, Evaluation, Training & Development :
Provides direct supervision for all Outpatient program staff and co-supervision of Mental Health staff.Responsible for the collection and accuracy of all Outpatient and Mental Health staff time sheets.Coordinates and monitors the employee evaluation process including 90 day, and annual evaluations of all Outpatient and Mental Health staff.Coordinates and monitors staff overtime and leave requests to ensure program resources are utilized in a manner that contributes to the efficient operation of all Outpatient Programs.Consults with the Human Resources Manager on all employee disciplinary issues.Consults with the Clinical Director and leadership team to ensure that appropriate clinical supervision is provided to all Outpatient Programs Personnel.Works closely with the Clinical Director to ensure that all ADP, Drug Medi-Cal, and contractually required training occurs in a timely manner.Fiscal & Accounting :
Assists in the development and monitoring of all Outpatient Program budgets and contractual goals.Assures that Outpatient Program reporting is done in accordance with all company Fiscal and Accounting policies.Monitors contract performance and keeps the Regional Vice President apprised of Outpatient Program fiscal condition and progress toward contractual goals.Agency Directorship / Teamwork :
Acts consistently with agency philosophy, goals and objectives.Maintains the principles outlined in the agency Professional Code of Conduct.Promotes effective teamwork among directors and program staff.Generate new ideas and suggestions.Participates in the orientation and training of all outpatient program managers and staff.Maintains good attendance punctuality, communicating schedule and schedule changes to other directors.Follows through on activities and responsibilities in a timely manner.Assures all license and certification requirements are current.Provides the Clinical Director, Regional Vice President and Board with regular reports on the Outpatient Programs.Serves as liaison to external agencies, referral sources and funding sources.Provides reports to external agencies, referral sources and funding sources as necessary.Coordinates special projects as needed.Other Duties as assigned by agency leadership.SKILLS & POSITION REQUIREMENTS :
Able to Read, Write, and Speak English fluently (Spanish is a plus)Valid licensure or certification as an SUD Counselor (e.g., LPCC, LMFT, LCSW).Bachelor’s degree in social work or mental health is preferred.Strong interpersonal skills and the ability to establish rapport with clients and staff alike.Ability to work independently as well as collaboratively within a multidisciplinary team.Excellent time management skills and ability to multi-task and prioritize work.Strong organizational and planning skills to complete tasks in a high quality, accurate and timely manner.Ability to provide leadership in the day-to-day administrative and clinical functions of the program.Possess good written and oral communication skills.Ability to maintain productive work relationships with clients, employees, management, external agencies and public.Positively represents the program / organization in the community.Establishes and maintains good boundaries with clients and staff as outlined in DAAC’s Code of Conduct.Ability to use effective judgment in therapeutic and crisis situations.Ability to solve problems and resolve conflicts effectively.Ability to maintain your own psychological well-being.Ability to recognize and manage personal bias.Possesses strong interpersonal, organizational and training skills.Knowledge of evidence-based practices in substance abuse treatment.Familiarity with relevant regulations and accreditation standards.Consistently demonstrates initiative, conscientiousness, reliability and adherence to ethical codes.Classify and code conditions, treatments, and diagnoses.Utilize specialized technology, such as recordkeeping software specific to the hospital or medical office.Familiarity with Microsoft 365, MS Office tools, and common technology tools and equipment.Valid California Driver's License with clean driving record.Must meet all DMV and agency insurance clearances.Maintains current CPR and First Aid certification.Strong knowledge and protocol of HIPPA and client privacy.Benefits :
