Capital Project Manager

Overview

The City of Colton Public Works Department has an immediate opening for a Capital Project Manager. The filing deadline is October 23, 2025 @ 11 : 59 pm, or when 50 applications have been received. Qualified candidates are encouraged to apply as soon as possible.

Definition

Under the direction of the Assistant Public Works and Engineering Director, the Capital Project Manager coordinates and directs the implementation of capital improvement and City construction projects, ensuring that they are built within specifications, timeframes and budget limitations. The Capital Project Manager coordinates field inspection and survey activities and verifies and maintains billing information provided by contractors.

Distinguishing Characteristics

The Capital Project Manager must be able to manage Public Works capital projects and, working with the Assistant Public Works and Engineering Director, plan, implement and coordinate the City's largest, most complex and difficult construction projects.

Supervision Exercised

May exercise technical and functional supervision over lower level staff.

Essential Duties and Responsibilities

The duties and responsibilities listed below are intended to provide a representative list of the various types of work that may be performed. Specifications are not intended to reflect all duties performed within the job class, and incumbents may expect to perform other related duties.

• Serves as project manager and / or oversees the construction, reconstruction and repair of various capital improvement projects; reviews plans, specifications and estimates for capital projects and major renovation projects.
• Takes all appropriate actions and identifies and utilizes all available resources to ensure construction work is performed on schedule and in accordance with design specifications.
• Prepare and assemble bid documents (plans, specifications and estimates) for project bidding; review bids and make recommendation to City Council for awards of contracts.
• Develops and / or approves bid packages and participates in the selection of architects and contractors; negotiates contracts with service providers.
• Identifies, investigates and resolves project-related problems affecting the project, adjacent property owners, contractors and others to keep all construction work activities on schedule and cost.
• Coordinates construction with design, traffic, right of way sections, and city departments and outside agencies as appropriate. Consults with contractors, engineering consultants and staff, developers and others on public work and utility projects.
• Recommends implementation of contractual enforcement provisions for inadequate performance of contractors. Oversees all contract documents such as bonds, insurance progress payments, contract claims and related documents for processing.
• Identifies and recommends contract change orders where appropriate; prepares required County, State and Federal reports for various construction projects and other reports, memorandums and correspondence for contract compliance.
• Prepare and submit to Caltrans necessary documents for project authorization including preliminary engineering (design and environmental) phase, right of way phase and construction phase.
• Assists in required audits of grant funded construction projects by County, State and Federal agencies.
• Reviews daily inspection reports, prepares periodic progress of all contracts; complies and maintains statistics and records on project status and contractor performance; performs inspections in the field on special and more complex projects.
• Assists the Department at various public meetings; meets with a variety of Federal, State and County organizations to discuss / negotiate projects.
• Maintain prompt and regular attendance.
• Perform other related duties as required.

Training and Experience

Education : A bachelor's degree from an accredited college or university in Architecture, Civil Engineering Construction and Building Management or related field. AND Experience : Four (4) years of municipal engineering work experience with a minimum of two (2) years with a governmental agency managing Capital Improvement Projects.
