The Judicial Council of California is accepting applications for the position of Senior Facilities Analyst for Facilities Services.
The Senior Facilities Analyst will be responsible for statistical data analysis using open-source programs such as R for statistical computing, as well as Facilities Services' Court Aided Facilities Management program (CAFM). Some of the duties of this position include preparing Capital Outlay Budget Change Proposals (COBCPs), Budget Change Proposals (BCPs) for non-capital projects, and 3-page estimates (3PE's).
This is a high level, facilities data analytical position. This position provides services statewide to all courts (Supreme Court, Courts of Appeal, and Superior Courts) as well as to the Judicial Council. This position is responsible for doing an in-depth data analysis on the data generated internally and externally, statistical modeling, creating high quality charts, dashboards, graphs, and visualizations / presentations that effectively communicate the efficiency and impact of funding needs for operational change for our facilities. Analyze complex data sets to derive actionable insights, collaborating closely with cross-functional teams; preparing budget packages for funding requests for capital outlay and facility modification projects; and preparing and overseeing reports to the Judicial Council and other state agencies.

The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council's San Francisco or Sacramento office at least two days per week, based on their office leader's direction, and reside in the areas surrounding these locations.
Responsibilities
Collect and review data from facility modifications projects and operations for all faciliies.
Review existing data and perform predictive analysis on what we believe are going to be major items needing project development and completion.
Review capital projects and data including Requests for Information (RFIs), Submittals, and Change Orders, and provide predictive analysis on items with a common thread and what needs to be corrected.
Develop cost estimates for the different projects based on historical information, cost modeling, or future escalations.
Qualifications
Bachelor's degree and four (4) years of professional experience in providing analytical and technical support to facilities management. Possession of a bachelor's degree in a directly related field such as environmental science, biology, engineering, real estate, etc., may be substituted for one of the years of required experience. An additional four (4) years of professional experience as noted above may substitute for the bachelor's degree. Or, additional directly related experience and / or education may be substituted on a year-for-year basis.
OR
Master's degree in a directly related field such as architecture, civil engineering, or construction or building management, and one (1) year of experience in providing analytical and technical support to facilities management.
OR
One (1) year as a Facilities Analyst in the assigned field with the Judicial Council of California or one (1) year of experience performing the duties of a class comparable in the level of responsibility to that of Facilities Analyst in a California superior court or California state-level government entity.

Pay and Benefits
$7,941.00 - $11,912.00 per month
Please note due to statewide fiscal conditions, the posted salary range is subject to a temporary 3% reduction. In exchange for this reduction, judicial branch employees accrue an additional 5 hours of paid personal leave per month through June 30, 2027.
