Administrative Analyst

Interviews to be held Wednesday, October 29th. This role carries key fiscal and budgetary responsibilities, requiring precision, discretion, and strategic thinking. Preferred qualifications include : experience with governmental funds and public sector budgeting, strong Microsoft Excel skills, and policy development / implementation experience. Success in this position hinges on a strong aptitude for financial analysis and operational planning. Candidates must also be comfortable working with confidential and sensitive information in a secure and ethical manner.

Definition and distinguishing characteristics : Under limited direction of the County Executive Officer or designee, to independently perform highly responsible analytical work related to fiscal management and public administration functions; to assume responsibility for specialized program management duties; and do related work as required.

This is the fully competent classification within the Administrative Analyst series; incumbents in this class are expected to work very independently, handle confidential and sensitive material related to the management of county government; develop and implement policies and procedures for a variety of projects and programs within the Administrative Office, including budget administration, contract administration, management analysis, and program evaluation. Act as professional-level resource for organizational, managerial, and operational analyses and studies. Incumbents are expected to have specific knowledge or program and functional areas of the County Executive's Office and Board of Supervisors and perform grant and contract administration. The work will have technical and programmatic aspects requiring the interpretation and application of policies, procedures, and regulations and may involve frequent contact with the public.

Example of duties : The following duties are typical for this classification. Incumbents may not perform all of the listed duties and / or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

  • Conducts a variety of analytical and operational studies regarding departmental and programmatic activities; evaluate alternatives, make recommendations, and assist with the implementation of procedural, administrative, and / or operational changes after approval;
  • Prepare comprehensive technical reports, identifies alternatives, and makes recommendations;
  • Perform a variety of duties in the formation and implementation of grant management; assists with the research, development and implementation of the more complex grants;
  • Assist in developing goals, objectives, policies, procedures, work standards, and administrative control systems for the Administrative Office;
  • Participates in the development and may oversee the development and administration of County and department budgets; capital project proposals, revenue sharing fund utilization; monitors revenues and expenditures; identifies and recommends resolutions for budgetary problems;
  • Plans, oversees, and administers highly complex Administrative Office specific programs and projects; develops and manages program budgets, including revenue projections, multi-year cash flow analysis, cost containment, and grand funds disbursement; directs all aspects of assigned programs, including legal and regulatory compliance to avoid substantial fines; receives, reviews, and organizes program applications; ensures that awards stay within funding limits;
  • Serves as liaison to employees, public, private organizations, community groups, and other organizations; provides information and assistance to the public regarding the assigned programs and services; receives and responds to complaints and questions relating to assigned area of responsibility; reviews problems and recommends corrective actions;
  • Participates in the development and implementation of new or revised programs, systems, procedures, and methods of operation; compiles and analyzes data and makes recommendations regarding staffing, equipment, department needs;
  • May assist in the development and reporting of alternate funding sources and ensures compliance with Federal, State and local funding agencies and County accounting and reporting requirements and applicable laws, regulations, and professional accounting practices;
  • Makes presentations to the Board of Supervisors; participates on a variety of interdisciplinary committees and commissions and represents the County to a variety of community and stakeholder groups, the public, representatives of governmental agencies and professional and business organizations;
  • Confers with other County management staff regarding provision of administrative and support services, including contracts, agreements, and grant reporting;
  • Maintains accurate records and files; develops storage or records and retention schedules;
  • May provide direction, supervision, training, and work review to administrative support staff on a project and / or day-to-day basis; and
  • Performs related work as requirement.

Minimum qualifications : Knowledge of : Principles and practices of business and public administration; administrative principles and methods, including goal setting, planning, program and budget development and implementation; principles, practices, and procedures of grant and contract administration and evaluation, public agency budget development and administration, and sound financial management policies and procedures; analytical processes, and report preparation, techniques; administration of purchasing, finance, budgeting, and other related governmental programs; organizational and management practices as applied to the analysis, evaluation, development, and implementation of programs, policies, and procedures; research and reporting methodology, techniques, and procedures; statistical analyses and various methods of presentation of data and recommendations; recordkeeping principles and procedures; sources of information related to a broad range of County programs, services and administration; public relations techniques; modern office practices, methods, and computer equipment and applications related to the work; English usage, grammar, spelling, vocabulary, and punctuation; techniques to effectively representing the County in contracts with governmental agencies, community groups, and various business, professional, educational, regulatory, and legislative organizations; and techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and County staff.

Skill and ability to : Coordinate and oversee programmatic administrative, budgeting, and fiscal reporting activities; devise methods and procedures for obtaining a variety of data; analyze data and draw logical conclusions including preparing, analyzing and reconciling fiscal records, reports and recommendations; develop, implement and interpret goals, objectives, policies, procedures and work standards; perform professional and difficult administrative work involving the use of independent judgment and personal initiative; interpret, summarize, and recognize the implications of complex documents; plan and conduct effective management, administrative, and operational studies; plan, organize, and carry out assignments from executive staff with minimal direction; conduct research on a wide variety of administrative topics including grant funding, contract feasibility, budget and staffing proposals, and operational alternatives; analyze, interpret, summarize, and present administrative and technical information and data in an effective manner; evaluate and develop improvements in operations, procedures, policies, or processes; research, analyze, and evaluate new service delivery methods, procedures and techniques; interpret, apply, explain, and ensure compliance with applicable Federal, State, and local policies, procedures, laws, and regulations; prepare clear and concise reports, correspondence, policies, procedures, and other written materials; and effectively represent the department and the County in meetings with governmental agencies, community groups, various businesses, professional and regulatory organizations, and individuals.

Education, training, experience and certificates : Successful completion of a Bachelor's Degree from an accredited college or university with a major in Public Administration, Business Administration or a related field and four (4) years of experience in administrative, management, operation, budget or similar analysis required. Experience in a public agency setting is highly desired. Additional relevant experience, which would provide the knowledge and skills listed above, may be substituted for the education on a year-for-year basis.

Special requirements : Possession of an appropriate California driver's license issued by the State Department of Motor Vehicles may be required.
