Summary

Under the direction of the Director of Service Contracts, the Contracts Administration Manager is responsible for lifecycle contract administration, supports financial planning, provides customer service internally and externally to contract customers, understands federal, State and local regulatory compliance including but not limited to Fair Labor Standards Act, Service Contract Act, Ability One, Federal Acquisition Regulation (FAR), Uniform Commercial Code, State Use and other licensure. This person will prepare and maintain key business information reports and provide analysis to critical success factors; assist in legal reviews and new business development activities. Essential Duties And Responsibilities

  • Perform lifecycle administration for prime and subcontract contracts and grants, including but not limited to pricing and development, negotiations, dispute resolution, reporting, equitable adjustments, and contract closeout, for both federal and commercial contracts.
  • Conduct contract coordination and negotiations with customer contracting activities, either individually or in collaboration with senior leaders or other designated agencies at the federal, State, and local levels.
  • Maintain contract database to manage renewal schedules, escalation increases, maximize terms, and track regular contract reviews.
  • Participate in financial planning, including, but not limited to, annual budget preparation, monthly financial reviews, variance analysis, and strategic planning.
  • Provide exceptional customer service to internal and external customers in support of the continued success of the company's service and product contracts. This includes reviewing, evaluating, and making necessary changes, as shared through surveys and feedback.
  • Serve as the point of contact for requests for adjustments, formal notifications, reporting, and financial and contractual matters.
  • Manage and process requests from customers that include subcontractors, such as landscaping, pest control, and window cleaning services, which may involve payment processing and invoice generation.
  • Attend all contract progress meetings and actively lead in corrective and preventative actions; also serves as the central point of contact for Source America Project Management and Administration. Internally, serves as a contract, legal, research, key indicator, and statistical resource.
  • In partnership with Risk Management and Human Resources, ensure regulatory compliance in various areas, including the Fair Labor Standards Act, Service Contract Act, Ability One, FAR, Uniform Commercial Code, Nevada State Preferred Purchase Program, and private, city, county, and State requirements for licensure and permitting.
  • Work collaboratively with sales, operations, and support management to develop new lines of business for service contracts, providing sound supporting documentation for presentation to agency stakeholders.
  • Develop bid proposals and scope of works (SOW) as required.
  • Participates in pre- and post-award contract reviews to ensure compliance with relevant laws, regulations, corporate policies, and organizational objectives.
  • Prepare reports for key business information—including client ratios, funding and revenue details, financial analysis, and other reports or analyses as requested—for Risk Management.
  • Lead and oversee the implementation of all compliance standards, ensuring adherence to internal policies, procedures, and compliance requirements as defined by contracts and customer obligations.
  • Reports suspected Abuse, Neglect, Exploitation, Isolation, and Abandonment (ANEIA) immediately as mandated by state law.
  • Some travel to various locations in the Las Vegas area and between Opportunity Village campuses.
  • Must be able to meet all requirements of OV vehicle policies and travel : Between worksite locations; Within the community.
  • Perform other duties as assigned.

Supervisory Responsibilities

This position has no direct supervisory responsibilities, but will be asked to oversee work deadlines of those who are in other departments.

  • Education And Experience

  • Required : Associate's degree in a related field or five years of direct work experience in contract administration.
  • Required : Five years' experience in contracting and procurement practices.
  • Required : Valid driver's license and ability to meet insurance requirements.
  • Preferred : Experience in business law, finance, and accounting principles.
  • Preferred : Bachelor's Degree in a related field.
  • Preferred : Experience working with individuals with disabilities.
  • Physical Abilities And Work Environment

  • Ability to lift and move boxes up to 50 pounds.
  • Ability to sit at a computer for prolonged periods of time.
  • Ability to work in a typical office environment.
  • Ability to resolve multiple complex issues simultaneously while remaining calm in stressful situations.
