Project Development Manager
Boardwalk is a limited partnership operating in the midstream portion of the natural gas and natural gas liquids industry, providing transportation and storage services for our customers. We are currently looking for a Project Development Manager for our Houston, TX office. This is an exciting opportunity to be at the forefront of strengthening America's energy advantage by building best-in-class infrastructure that delivers secure, affordable, and responsible energy. Reporting to the Director of Project Development, the Project Development Manager (PDM) plays a critical leadership role in the front-end development of large-scale midstream energy infrastructure projects involving natural gas and liquid product pipeline and storage systems. You will be accountable for project development through early commercial alignment, technical scoping, permitting strategy, and investment readiness. You will drive projects from ideation to Sanction / Final Investment Decision, which can include those exceeding $1 billion in total installed cost and are jurisdictional to FERC under Section 7(c) and to PHMSA regulations under 49 CFR Part 192.
As part of Boardwalk's cross-functional Deal Team structure, you will play a key role in developing market oriented, customer focused, large scale infrastructure projects that align with our strategic goals. You will be responsible for driving collaboration across the enterprise while advancing projects through our innovative project life cycle operating model. A strong commercial mindset is essential. You will work side-by-side with business development to shape opportunities that reflect customer needs and market realities, ensuring that technical scopes are grounded in commercial viability. This includes contributing to deal structuring, understanding commercial drivers, and helping to position projects competitively within the company's portfolio. You will be responsible for delivering investment decision support packages, including scope, schedule, cost, risks, and return. You must demonstrate strong leadership in a matrix organization and the ability to engage effectively with internal functions, regulatory agencies, landowners, and community stakeholders throughout the project development process.
